Promoting Citizen-Centered Autonomous Administration
and Efficient Financial Management
Ulsan City is establishing and implementing its major work plan for 2025 to create a happy Ulsan for all citizens through citizen-centered autonomous administration and efficient financial management.
The 2025 major work plan aims to actively respond to the rapidly changing administrative environment and provide customized administrative services that citizens can directly experience.
To this end, four major strategies have been presented: ▲Implementing autonomous administration for the people of Ulsan ▲Strengthening citizen-experienced services ▲Operating Ulsan-style personnel innovation and education development special zones ▲Revitalizing the local economy through efficient financial management.
① Implementing autonomous administration for the people of Ulsan, united as one
Ulsan City will commemorate the 30th anniversary of local autonomy and hold a “Citizen Meeting Day” to realize the “Great Ulsan Being Newly Created.”
This event will provide a venue for direct communication and listening with citizens, expressing gratitude to those who have contributed to Ulsan’s growth and development, and sharing visions and development directions for the realization of a true local era. It is expected to be a meaningful occasion.
Starting this year, the issuance service of mobile resident registration cards will be actively promoted. This service helps citizens easily verify their identity anytime and anywhere in line with the digital transformation era.
In addition, the city will expand dignified honors for those who have illuminated Ulsan and continuously provide welcome support funds (50,000 KRW prepaid cards) to newly relocated households, warmly welcoming new residents and promoting local economic revitalization.
To enhance the pride of Ulsan citizens, Ulsan Metropolitan City will establish the Warmth Sharing Promotion Headquarters and continuously promote the Warmth Sharing Movement (campaign) to spread a culture of sharing and volunteering.
② Strengthening services that citizens can feel and be satisfied with in daily life
Ulsan City will expand the year-round operation of OK Life Civil Petition On-site Service Days, providing life-centered services with high citizen participation and interest such as knife sharpening and flowerpot repotting. It will also offer educational (experiential) opportunities in safety fields closely related to citizens’ lives, such as cardiopulmonary resuscitation, first aid, and fire extinguisher use, as well as various services helpful to citizens’ daily lives, including promotion of local specialties and youth start-up companies, health consultations, and job counseling.
Through active support of the “Ulbusim Life Plus Project,” which aims to raise the pride of Ulsan people, the city will enhance the sense of impact of life-centered projects so that citizens can feel changes in their daily lives.
Along with this, integrated (one-call, one-stop) consultation services will be provided to improve the quality of civil petition responses and realize administration that satisfies citizens.
③ Operating Ulsan-style personnel innovation and education development special zones to respond to external environmental changes
To strengthen win-win cooperation through mutual human resource exchange with local companies and establish a foundation for regional economic and industrial development, the public-private cooperation model will be continuously expanded.
Through the newly launched Ulsan customized lifelong education voucher support this year, opportunities for lifelong learning participation for marginalized groups will be expanded, and active support will be provided so that citizens can experience self-development and improved quality of life.
The Ulsan customized lifelong education voucher supports 350,000 KRW per person for lifelong education course tuition and textbook fees.
The Ulsan-style education development special zone project operates with 14 tasks in 3 major areas to innovate the local educational environment and enable local talents to nurture their dreams and grow in Ulsan. Through this, a sustainable educational ecosystem will be created by strengthening the competitiveness of local universities, activating high school graduate employment, and inducing young talents to settle in the region.
④ Leading regional economic recovery through systematic and efficient financial management
Ulsan City will promote integrated fund management through fund supply and demand forecasting and flexible fund allocation, maximize financial management efficiency by optimizing interest income using the electronic expenditure system, and enhance the contract rate with local companies so that the economic value generated locally circulates within the region, thereby strengthening the competitiveness of local industries and revitalizing the regional economy.
Additionally, through a practical survey of shared property, the city will establish a foundation for systematic property management and expand local finances and strengthen soundness by discovering omitted and idle properties.
An official from Ulsan City stated, “This year will be an important turning point to bring about real changes in citizens’ lives and to advance Ulsan into a more developed city,” adding, “We will implement administration that approaches citizens to make Ulsan shine and elevate the pride of Ulsan citizens.”
