Dongdaemun-gu Opens New Horizon in Smart Administration...The Secret?

Dongdaemun-gu (Mayor Ilpyeong Lee) is actively adopting generative AI to enhance administrative efficiency and innovate the work of public officials. In particular, the district is making various efforts not only to introduce AI technology but also to practically utilize it and help employees naturally embrace it.


In December last year, Dongdaemun-gu provided 30 employees with access to the paid versions of ChatGPT and GammaPPT, along with 50 hours of expert training. Afterwards, they held an internal competition called the ‘2024 Generative AI Challenge’ to derive creative AI utilization methods.


The participating employees proposed various administrative innovation ideas that far exceeded the usual scope of use, including ▲a civil complaint response chatbot trained on relevant laws such as the Housing Act, ▲promotional video production for the Dong Hope Welfare Committee, ▲automation of education and meal expense settlements, and ▲simplification of septic tank complaint processing, as well as drafting press releases and greetings.


Through these efforts, the district is enhancing each public official’s AI utilization capabilities and laying the foundation for smart administration.


To encourage AI use, Dongdaemun-gu is supporting the budget for the paid version of ChatGPT in 24 departments. This helps employees apply AI technology to their work without spending their own money, naturally spreading an AI utilization culture.


Dongdaemun-gu believes that AI technology will be a core tool for administrative innovation rather than just a trend, and plans to launch the ‘AI Dongdaemun Innovation Committee’ in February. Through this, they aim to systematically introduce and utilize AI and provide tailored support to employees. The committee’s strategy is to ‘gradually and safely introduce AI while sufficiently spreading successful cases,’ with the goal of enabling more employees to use AI. They plan to continuously discover AI solutions applicable to practical work and expand successful cases throughout the administration.


To further activate AI administration, the district plans to hold a ‘Departmental AI Competition’ and a ‘Dongdaemun Residents AI Prompt Competition’ in April and May. The departmental competition will analyze repetitive work patterns and seek ways to improve efficiency using AI tools, as well as ideas that contribute to the development of the district.


Additionally, through the AI prompt competition for residents, they plan to discover creative content for realizing a smart city.


Based on this, in the first half of the year, they will hold the ‘AI Dongdaemun Innovation Forward Competition’ (tentative name) to share various innovation cases using AI and explore ways to apply them in actual administration.


As personal information protection and confidentiality management become increasingly important, they will share information protection measures such as On-Device AI (AI within devices) and ChatGPT’s temporary chat function, conduct education on AI risks and ethics, and establish internal rules to prevent security incidents.


Ilpyeong Lee, Mayor of Dongdaemun-gu, said, “We must first consider ‘What problems can AI solve in administration?’” and added, “We will gradually change the culture so that employees can naturally use AI.”
