Nowon-gu, Seoul (Mayor Oh Seung-rok) announced that it has signed a Memorandum of Understanding (MOU) for cooperation between the public art light sculpture festival ‘Nowon Dalbit Sanchaek’ and Tainan City (台南市), Taiwan’s ‘Yuejin Lantern Festival.’


Started in 2020, ‘Nowon Dalbit Sanchaek’ is a representative cultural event of the region that transforms the Danghyeoncheon walking trail into a spectacle of light every autumn, providing artistic inspiration to residents.


Especially, the 5th edition of ‘2024 Nowon Dalbit Sanchaek,’ themed ‘Breath,’ showcased 41 works along a 2km section of Danghyeoncheon. Among them, in connection with Taiwan’s ‘Yuejin Lantern Festival,’ works by two invited overseas artist teams were exhibited, including Chai Ting’s ‘Shimmering Sways’ and WeWe Art Studio’s ‘From Silph to Silph: Nowon Chapter.’


This agreement was promoted to further expand such exchanges, particularly as a stepping stone to develop Nowon Dalbit Sanchaek into a global festival by diversifying content and enhancing quality. The signing ceremony was held in Tainan City, Taiwan, attended by Oh Seung-rok, Mayor of Nowon-gu, Kang Won-jae, Chairman of Nowon Cultural Foundation, and Lin-Wei-Hsu (林韋旭), Deputy Director of Tainan City Cultural Affairs Bureau, among others.


Through this agreement, the two cities plan to pursue ▲exchange and exhibition of artworks between festivals ▲sharing of human resources and information for cultural development ▲joint promotion of festivals and cultural events ▲and other cooperative measures for mutual development. Nowon-gu aims to raise the international status of its local festival and promote qualitative growth of its content through this collaboration.


Along with the signing, Nowon-gu officials plan to directly explore the operational cases of the 2025 Yuejin Lantern Festival, which marks its 15th anniversary this year, to compare and analyze various overseas light sculpture works. The ‘2025 Taiwan Yuejin Lantern Festival’ is hosted by the Tainan City government and has been held annually during the first full moon festival since 2012. It will take place from January 18 to February 16, 2025, around the Yanshui Yuejin Harbor area in Tainan City, Taiwan.

Oh Seung-rok, Mayor of Nowon-gu, said, “This agreement is a meaningful opportunity for the two cities to communicate through festivals and exchange their cultures,” adding, “Through cooperation with Taiwan’s Yuejin Lantern Festival, we will elevate the quality of our festival and further enhance the value of Nowon as a cultural city.”
