Deployment of 64 Units and Installation of Bus Barricades
Crosswalks Controlled by Human Chains
President Yoon Suk-yeol personally appeared for the impeachment trial arguments, while the police strengthened their preparations to prevent a recurrence of the violent incident at the Seoul Western District Court.
According to the Seoul Metropolitan Police Agency on the 21st, 64 units and 4,000 personnel were deployed around the Constitutional Court, and traffic control was in place. Bus barricades were installed, allowing only two of the four lanes on the road in front of the Constitutional Court to be open to traffic. The police formed human chains at all crosswalks to control the crowd until President Yoon arrived at the Constitutional Court. In preparation for any emergencies, officers wore helmets and riot gear and had capsaisin spray devices ready.
Supporters of President Yoon raised their voices, saying, "Who do they think they are to do this?" and "We need to see the President; how can this be acceptable?" Upon hearing that President Yoon's vehicle had arrived, they shouted slogans such as "Stay strong, President" and "Impeachment invalid," and even attempted to break through the police barricades.
One rally participant took the stage and said, "This rally must be a non-violent movement. We must not fall for the leftists' tricks and resort to violence." The participants waved Taegeukgi and the U.S. flag while cheering.
The Constitutional Court held the third impeachment trial argument for President Yoon at 2 p.m. that day. The Ministry of Justice escort van carrying President Yoon departed the main gate of Seoul Detention Center in Uiwang, Gyeonggi Province, at around 12:48 p.m. and arrived at the Constitutional Court at around 1:11 p.m. As the escort vehicle entered the underground parking lot, President Yoon's appearance was not exposed.
President Yoon's side stated, "The declaration of martial law is based on the crisis of liberal democracy and is a responsibility of the President to rectify it." They claimed that the background of the martial law declaration was the opposition party's successive impeachment motions and poor management of the election management system.
