Implementation of ‘Prior Notice System’ for Unauthorized Parking in Resident-Priority Parking Zones
10-Minute Grace Period Granted After Enforcement Notice Is Attached
Encouraging Voluntary Vehicle Movement
Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will implement a ‘Prior Notice System’ that grants a 10-minute grace period instead of immediate enforcement against unauthorized parking in resident-priority parking zones.
The ‘Resident-Priority Parking Zone’ is an area where parking spaces are designated on side streets in residential neighborhoods, and users are charged a certain fee to use the parking spaces. However, unlike illegal parking enforcement, enforcement in resident-priority parking zones has been carried out immediately without prior notice, leading to continuous complaints about unfairness.
To address these complaints and ensure fair enforcement, the ‘Prior Notice System’ has been implemented in resident-priority parking zones starting this year. Enforcement officers attach a notice of enforcement on the windshield of unauthorized parked vehicles, and if the vehicle does not move within 10 minutes, enforcement proceeds.
Accordingly, the district plans to encourage voluntary vehicle movement and establish parking order focused on guidance rather than enforcement. In particular, it is expected to resolve issues where vehicles briefly stopping for convenience store use or livelihood drivers such as delivery workers are exposed to excessive enforcement.
Later, the district plans to introduce a ‘Unauthorized Parking Enforcement Text Notification Service’ within the first half of the year. If users apply for prior text notification, they will be informed of the violation via text message before enforcement.
Additionally, starting this year, the scope of recognition for ‘Unauthorized Parking Statement of Opinion’ will be expanded. Not only emergency vehicles (fire trucks, ambulances, police, etc.) but also vehicles visiting hospitals or pharmacies, vehicles for disabled passenger boarding and alighting, and vehicles transporting emergency patients can be exempted from parking fees if recognized by the Statement of Opinion Review Committee.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “With the introduction of the Prior Notice System and text notification service, we expect to minimize inconvenience to residents by improving uniform parking enforcement,” and added, “Furthermore, we will strive to fundamentally solve unauthorized and illegal parking issues by improving residents’ awareness and establishing a proper parking culture.”
