Gyeonggi-do Strengthens Disaster Situation Management... Establishes '360-Degree Smart Video Center'

Gyeonggi Province has achieved significant results by managing disaster situations through the ‘360-degree Smart Video Center’ starting this winter.


The 360-degree Smart Video Center integrates approximately 170,000 closed-circuit television (CCTV) cameras managed by each city and county’s ‘Smart City Integrated Operation Center’ with the Gyeonggi Province Video Center, funded by 1.8 billion KRW from the Gyeonggi Province Disaster Management Fund.


As a result, with the number of CCTV cameras greatly increased to around 170,000, a more detailed disaster safety network has been established, minimizing blind spots during natural and social disasters.


In fact, during the record-breaking heavy snowfall last November, Gyeonggi Province monitored real-time conditions at vulnerable snow removal areas such as underground road entrances to ensure efficient snow removal. In December, the province checked snow removal operations focusing on heavy snowfall areas and issued instructions to enable prompt snow removal, actively utilizing the system for winter disaster management.


Gyeonggi Province plans to provide related video information to relevant agencies such as the police, fire department, and Ministry of Justice. To this end, a system has been established to be used in various ways, including supporting emergency dispatch for 112 and 119 calls, tracking wanted vehicles, and monitoring electronic anklet violators.


Additionally, by integrating advanced technologies based on Internet of Things (IoT) sensors and Information and Communication Technology (ICT), a system has been established to proactively respond to disaster situations.

In cases of flooding in semi-basement houses or underground roads, the Disaster Safety Situation Room of the province can grasp the situation in real time through flood detection alert devices and CCTV footage. Subsequently, coordinated responses are carried out in cooperation with cities and counties, and the situation is promptly shared with related agencies such as fire and police departments to request assistance.


Currently, systems such as underground road vehicle traffic blocking and access blocking facilities for riverside roads and walking trails are also connected to the Smart Video Center, enabling real-time control and evacuation support. Using AI video analysis technology, crowd congestion caused by festivals or events is detected, and rapid response requests are made to enhance accident prevention effects.


Gyeonggi Province will continue to explore additional IoT sensors and promote mid- to long-term disaster management plans, including the introduction of an ‘Integrated Drone Control System’ capable of responding to widespread disasters such as wildfires.

We will do our best to protect the lives and safety of residents through the advancement and automation of disaster management and the efficient use of disaster prevention personnel.”
