One Year Since the Establishment of the 'Songpa-gu Shared Mobility Integrated Reporting System'... 13,000 Cases of Abandoned Kickboards and Electric Bicycles Processed

Songpa-gu (District Mayor Seo Gang-seok)'s 'Integrated Shared Mobility Reporting System' processed a total of 13,027 complaints in its first year, presenting a model response by local governments to the issue of abandoned kickboards.


The 'Integrated Shared Mobility Reporting System' is the first illegal parking reporting system for shared kickboards and electric bicycles among local governments nationwide, established on Songpa-gu's website in January last year. The district, struggling with devices carelessly left on the streets, developed the system independently without additional budget to reduce residents' walking inconvenience and safety risks.


When the device's company name and location are registered in the system, the respective company can check the report in real-time and take collection action.


At the time of system establishment, it was praised for overcoming the absence of related laws and presenting an independent solution at the local government level. In particular, it greatly contributed to solving the problem of abandoned 'jeongi-jajeongeo' (electric bicycles), which had been outside the system without a proper reporting mechanism.


Additionally, the timeliness and convenience of complaint handling have been significantly improved. Communication channels that were scattered by rental companies have been unified, allowing reports for devices from seven companies to be made in one place without the need to contact each company's customer center individually. It is even more convenient as collection requests can be made by simply registering a few lines of text without a phone call.


Rental companies also welcome the district's integrated reporting system. Not only can they manage reported complaints at a glance, but it is more advantageous to quickly collect devices themselves through the system rather than having them towed under Seoul City's towing system and paying towing fees.


A district official stated, "After one year, related legislation is still pending in the National Assembly," adding, "While the legislative outcome remains uncertain, neighboring local governments seeking self-help measures are benchmarking Songpa-gu's reporting system and operating similar systems."


The 'Integrated Shared Mobility Reporting System' was recognized for its achievements over the past year by receiving the Excellence Award in the 'Autonomous District' category of Seoul City's proactive administration in the second half of 2024. The district plans to continue steady system management and supervision in the new year.


Seo Gang-seok, Mayor of Songpa-gu, said, "Based on the experience of the past year, we will continue close public-private cooperation with shared mobility companies to enable faster and more convenient complaint handling," and added, "We will provide full administrative support at the district level to ensure that residents are not exposed to inconvenience or danger in passage due to the absence of institutional measures."
