Im Seonghwa, a member of the Gwangju Seo-gu Council (Gwangcheon-dong, Yudeok-dong, Chipyeong-dong, Sangmu 1-dong, Dongcheon-dong), received the Grand Prize in the Council Member category at the 8th Korea Governance Awards ceremony held on the 15th.
Im Seong-hwa, a member of the Gwangju Seo-gu Council, received the Grand Prize in the Legislative Category at the 8th Korea Governance Awards ceremony held on the 15th at the Holiday Inn Gwangju Hotel.
The 'Korea Governance Awards,' held at the Holiday Inn Gwangju Hotel, are co-hosted by the Korea Governance Society and Mudeung Ilbo. They recognize outstanding achievements promoted by local governments, local councils, and local public institutions nationwide through a fair and objective evaluation process.
Among the categories, the 'Council Member category' is awarded to council members who have contributed to the development of local communities through innovative legislative activities that drive grassroots democracy.
Councilor Im was the first in the nation to enact the 'Gwangju Seo-gu Ordinance to Support the Resolution of Child Housing Poverty,' which highlighted the importance of the 'housing environment' for children in their growth phase. This ordinance promoted 'child-tailored housing policies' and simultaneously established 'child housing environment standards,' becoming a community model.
Her efforts in enacting and discovering policies through 'stakeholder-centered and field-centered' ordinances to address welfare blind spots for children and adolescents, such as the 'Youth Day Ordinance,' 'Ordinance to Prevent the Inheritance of Debt among Children and Adolescents,' and 'Ordinance for the Protection and Promotion of Youth Labor Rights,' were highly recognized.
Councilor Im said, "The areas I have most concerned myself with as a council member are the 'safety' and 'welfare' of the local community. Among these, 'children and adolescents' are widely recognized as important welfare targets, but in reality, many areas remain neglected in policy."
She added, "There were difficulties in enacting ordinances and promoting projects, but I am grateful to the related organizations that provided much help and the departments that actively cooperated. I will continue to carry out legislative activities that sincerely communicate with the people."
Meanwhile, Councilor Im has served as the Secretary-General of the Seo-gu Community Security Council and as the Director of the Seo-gu Youth Counseling and Welfare Center. She continues to seek ordinances and policies to improve the welfare and rights of children and adolescents, including the enactment of the 'Youth Day Ordinance' and the 'Ordinance to Support Autonomous Police Affairs.'
