Presenting Ulsan City's Urban Policy Direction for 2025
Establishing a Future-Oriented Spatial Strategy Together with Citizens
Ulsan City aims to create urban spaces "for Ulsan people! and Ulsan companies!" and will promote urban policies for 2025.
Ulsan City evaluated 2024 as a year that enhanced the city's development capabilities to open the next 100 years of Ulsan's future.
Based on this, in 2025, the city plans to pursue tasks such as △establishing a future-oriented spatial strategy together with citizens △promoting future new growth convergence hubs and balanced development through building urban growth foundations △timely supply of industrial sites to promote corporate investment △expanding infrastructure and improving working environments to revitalize industrial complex growth.
Looking at the major projects for 2025,
First, to innovate urban spaces where jobs, companies, and people gather, the city plans to establish a future-oriented spatial strategy together with citizens.
To respond to the National Comprehensive Plan and megatrends and to realize the policies of the 8th local government administration, the city will utilize citizen surveys and advisory committee consultations to establish the 2040 Ulsan Urban Master Plan that citizens can empathize with. Following the government's regulatory innovation plan announcement in 2024, the city will continuously propose improvements to the environmental assessment grading system for innovation in development-restricted areas.
Additionally, to rationalize land use and smoothly promote current city projects, the city will revise unreasonable urban planning facilities and district unit plans, and to build consensus on the urban vision of the 8th local government administration, it will continue operating the "I Want to Live in Ulsan! Urban Planning Citizen School."
Second, the city will promote the creation of future new growth convergence hubs and balanced development by building urban growth foundations.
Following the designation of the Ulsan City Center Convergence Special Zone in November 2024, the city will accelerate the designation of project implementers and the establishment of implementation plans to attract advanced companies and expand innovative jobs. It also aims to obtain implementation plans and building approvals for the relocation of the Okdong military base within 2025, targeting the start of construction in the first half of next year.
The southern new town construction project will proceed with phase 1 in the Ungchon area after feasibility review by the Local Public Enterprise Evaluation Institute. The North Ulsan Station area development project will be developed as a northern regional new growth hub after lifting the development-restricted area (GB) in the first half of this year. The Yulhyeon area development project will pursue lifting the development-restricted area (GB) and designation as an urban development zone according to this year's preliminary feasibility study results.
Third, to promote corporate investment for the advancement of core industries and nurturing of future new industries, the city plans to supply industrial sites in a timely manner.
To actively address the chronic shortage of industrial sites in the region, the city will establish the 5th Industrial Site Supply and Demand Plan.
By lifting the development-restricted area, the city will create the Namnok General Industrial Complex to provide available land for future car clustering linked to electric vehicle exclusive factory investments. The city will also steadily promote the development of Seongan and Yaksah General Industrial Complexes, the expansion of Jungsan General Industrial Complex, the expansion of Ulsan and Mipo National Industrial Complexes, and the expansion of Onsan National Industrial Complex to ensure timely supply of industrial facility sites.
Finally, to enhance the vitality of industrial complex growth, the city will expand infrastructure and improve working environments in industrial complexes.
To reduce logistics costs for local companies and enhance corporate competitiveness, the city will open and expand access roads to industrial complexes. Through the old industrial complex regeneration project selected by the Ministry of Land, Infrastructure and Transport in 2023, the city will renovate infrastructure in the aging Ulsan and Mipo National Industrial Complexes.
Projects include the opening of Janghyeon Urban High-tech Industrial Complex access road (2016?2026 / 26 billion KRW), opening of KTX station area general industrial complex access road (2023?2027 / 17.3 billion KRW), expansion and paving of Jujeon?Eomuldong access road (2022?2027 / 24.7 billion KRW), and expansion of Jujeon?Seonggolgyo access road (2025?2028 / 14 billion KRW).
Additionally, for Maegok General Industrial Complex and Ulsan and Mipo National Industrial Complex, which were selected for the 2024 Industrial Complex Environment Improvement Project (Beautiful Industrial Complex Street Plus Project), the city plans to complete basic and detailed design services by August and develop them into vibrant industrial complexes where industry and culture converge.
Lee Jae-gon, Director of the Urban Department, said, "We plan to prepare a comprehensive urban development master plan reflecting changes in the times and reorganize urban spaces into structures where jobs, talent, and companies gather, thereby supporting regional balanced development and nurturing future new growth engine industries." He added, "Through this, we will strive to ensure that Ulsan people! and Ulsan companies! can be at the center."
