Resolving Citizen Inconveniences and Securing National Funding Through Proactive Administration
Gyeongbuk Gimcheon City is selecting exemplary public officials who have practiced Wiminbongsa (爲民奉事) with a proactive mindset and setting them as role models.
On the 13th, Gimcheon City announced that on December 24th last year, it selected three '2024 Second Half Proactive Administration Outstanding Public Officials' (1 highest award, 1 excellence award, 1 encouragement award) who achieved tangible results that citizens could feel through active administrative work.

The city received recommendations for outstanding cases that produced results by actively promoting tasks such as regulatory innovation, resolving civil complaints or conflicts, improving the quality of public services, discovering and promoting new policies, and enhancing administrative efficiency. After preliminary screening, online citizen voting, and personnel committee review, a total of three outstanding proactive administration public officials were selected.
Kim Tae-hoon, Team Leader of the Architectural Design Division (Facility Grade 6), who was selected for the highest award, was evaluated for his efforts to alleviate citizens' economic burdens by continuously proposing amendments to higher laws to legalize rain shelter structures and relax enforcement penalty standards, aiming to improve the increasing number of reports and crackdowns on rain shelter structures installed to solve leakage problems in aging buildings, and by promoting internal enforcement penalty reductions.
Shim Jae-hee, Officer of the General Affairs Saemaeul Division (Administrative Grade 8), who was selected for the excellence award, contributed to improving citizens' health and the educational environment for infants and elementary students by securing a total of 9 billion KRW in national budget through actively applying for public contests from other ministries beyond the scope of the department’s projects, to resolve complaints demanding expansion of sports infrastructure during the promotion of school complex facility construction.
Kim Dong-min, Officer of the Planning and Budget Office (Administrative Grade 8), who was selected for the encouragement award, discovered various population decline response projects suitable for local conditions to actively cope with the crisis of local extinction, established a solid investment plan, and secured 4 billion KRW in fund budget by being selected as ‘Excellent’ in the 2025 Local Extinction Response Fund Investment Plan evaluation.
Meanwhile, the city plans to provide rewards such as granting the highest grade (S) performance bonus and prize money to the selected outstanding public officials to ensure that the culture of proactive administration can be established early in the public service community.
Choi Soon-go, Acting Mayor of Gimcheon City, said, “We will expand the selection of outstanding proactive administration public officials and strengthen preferential treatment in personnel matters to motivate employees, and furthermore, strive to create a proactive administrative public service culture that citizens can genuinely feel.”
