Organizational and Personnel Redesign Aligned with Administrative Demands and Environmental Changes
Optimal Staff Placement to Enhance Organizational Efficiency and Resident Satisfaction
Uljin County, Gyeongbuk, carried out a large-scale regular personnel reshuffle along with the first half of 2025 organizational restructuring on January 13, 2025.
In particular, this personnel reshuffle conducted alongside the first half 2025 organizational restructuring involved 236 people, including 38 promotions, 1 position promotion, 189 transfers, and 8 reinstatements. The effort aimed to enhance administrative efficiency and resident satisfaction through future-oriented and performance-driven organizational and personnel redesign that aligns with administrative demands and environmental changes.
Key organizational restructuring details include the establishment of the Population Policy Division, a dedicated department for differentiated and proactive population policies tailored to regional characteristics amid the intensifying local extinction crisis, and the Agricultural Machinery Rental Office, a dedicated department to prepare a mechanized agricultural foundation to respond to the rapidly changing agricultural environment amid the worsening aging of farmers. Additionally, to create synergy between departments, the existing Nuclear Energy Office directly under the Deputy County Governor and the Sports Promotion Office, previously structured as a business office, were reorganized into the Nuclear Energy Division and Sports Promotion Division under the Tourism Economy Bureau.
Furthermore, the names of several departments were changed to better align with administrative purposes: the existing Policy Promotion Office was renamed the Policy Promotion Division, the Civil Affairs Office became the Civil Affairs Division, the Job Economy Division was renamed the Economic Transportation Division, the Health Business Division of the Health Center was changed to the Health Policy Division, and the Rural Cooperation Division of the Agricultural Technology Center was renamed the Rural Support Division.
Promotions and transfers following the organizational restructuring were carried out considering the expertise of each job series. Based on employees with more than two years of service, a rotational transfer system was implemented considering personnel consultations and individual grievances, allowing staff to fully demonstrate their abilities and ensuring that existing key projects proceed without disruption.
Also, to foster a work culture centered on department heads and town and township chiefs, talented individuals with strong work capabilities were actively selected and assigned to positions, focusing on creating a dynamic and driven organization.
Moreover, a city planning specialist in the technical staff was assigned as the Planning Team Leader to prepare for Uljin’s future, and the Deputy Chief of Uljin-eup and the Chiefs of Giseong and Jukbyeon townships were assigned based on their public service experience to ensure they can fulfill their respective roles.
County Governor Son Byung-bok stated, “Through this organizational restructuring and regular personnel reshuffle, we will renew Uljin’s present and future in line with the core directions of county administration. We will establish a transparent, fair, and predictable personnel system that provides strong motivation to work diligently and foster a culture where employees take ownership of their work and actively engage, enabling them to have pride and responsibility as proud public officials of Uljin County.”
