Eligible applicants are residents who had their address registered in the county before January 1 of last year and are business owners registered as agricultural, fisheries, or forestry management entities who are actually engaged in these industries. Applications can be submitted in person at the administrative welfare center in the town or township where their registered address is located.

However, applicants must not have a history of management entity cancellation or have transferred their address to another local government during the relevant period. Those who had a total non-agricultural and fisheries income of 37 million won or more in 2023, have a history of fraudulent receipt of subsidies such as direct payments, are public officials or employees of public institutions, are separated from the actual residence or household of a public benefit allowance recipient, or have been penalized for violations of the Farmland Act, Mountainous Districts Management Act, Act on the Prevention of Contagious Animal Diseases, or Fisheries Act, are excluded from eligibility.

In particular, those receiving welfare benefits such as basic livelihood security recipients may have their welfare payments reduced or may become ineligible, so it is recommended to check in advance before applying.

The county has secured a budget of 5.4 billion won for the public benefit allowance and plans to provide Jangseong Love Gift Certificates worth 600,000 won per person to approximately 9,900 farming households in a lump sum by the end of March.

Applicants can choose between paper-type and mobile card gift certificates, and since these are issued as policy vouchers, they can be used at affiliated stores with annual sales exceeding 3 billion won, unlike the existing Jangseong Love Gift Certificates.
