Contraction of Consumer Sentiment Due to Civil War
Criticism of Temporary Holiday Designation as "Avoiding the Essence"
The Joguk Innovation Party proposed the payment of a 'Civil War Recovery Fund,' arguing that consumer sentiment, which has further contracted following the December 3 emergency martial law incident, needs to be restored. The Innovation Party plans to include this as an agenda item when discussing the supplementary budget with the Democratic Party of Korea. On the 12th, Kim Seon-min, Acting Leader of the Innovation Party, stated at a National Assembly press briefing, "Since the arrest of President Yoon Seok-yeol has stalled after the civil war, small business owners and the local economy are in an indescribably depressed state," adding, "In times like this, injecting money is key." The intention is to directly supply liquidity to the market, similar to the disaster relief funds distributed during the COVID-19 period, to quickly put out the urgent fire.

The proposed amount of support is around 200,000 to 300,000 KRW per person. However, Kim added that specific details will be discussed together with the Democratic Party during the supplementary budget deliberations. Reflecting this idea, the Innovation Party holds the position that an overall supplementary budget of 20 to 25 trillion KRW is necessary. Regarding this, Acting Leader Kim said, "When local currency is issued, some say it is a populist policy, but that money ultimately goes to local small and medium-sized business owners," calling it "the primer for recovery." On the other hand, he questioned the effectiveness of the government's designation of the 27th as a temporary holiday, calling it an "avoidance of the essence."
Regarding the Innovation Party’s reintroduction of its own ‘Civil War Special Investigation Act’ separate from the amendment jointly proposed by the six opposition parties, Kim explained it is to ensure the fairness of the investigation. Unlike the six opposition parties’ proposal, which has the Chief Justice of the Supreme Court recommend two special prosecutor candidates and the president appoint one, the Innovation Party’s proposal has the Speaker of the National Assembly narrow down three candidates recommended by the Chief Justice to two.
Kim said, "This issue is currently being handled by the ruling party and the president they produced," adding, "I thought it would be difficult to have a fair investigation unless the opposition parties have veto power." He also emphasized, "I expect it will be discussed in a merged form in the Judiciary Committee. I do not think it has to be ours if it is not." Earlier, the Innovation Party announced it would expand its internal 'Impeachment Promotion Committee' into the 'Solid Road Committee' to focus on post-impeachment tasks. Specifically, it presented reform of prosecutorial and other power institutions, political reform, and various social policies aimed at advancing social rights as its three main activity pillars.
