Strengthening Victim Protection, Supporting Deletion of Victims' Personal Information
Unifying Digital Sex Crime Victim Support Agencies under "1366"
The government will expand the scope of deletion support this year to protect victims of digital sex crimes, covering not only illegal recordings but also the personal information of victims. To overcome low birth rates, policies promoting work-family balance, such as expanding childcare services, will be pursued, and support for marginalized groups including single-parent families and reclusive or isolated youth will be strengthened.
On the 10th, the Ministry of Gender Equality and Family disclosed the key points of its 2025 major work report. According to the report, to eradicate digital sex crimes such as deepfakes, the deletion support target has been expanded from illegal recordings to include victims' personal information. This measure aims to prevent the dissemination of victims' names, workplace names, and other information online, with legal grounds provided by the revised "Youth Protection Act" and "Sexual Violence Prevention Act" amended in September last year.
The reporting number for digital sex crime victim support agencies will be unified under the women's emergency hotline "1366." The number of support agencies will be expanded from 14 to 15 to strengthen on-site close support for victims.
Strengthening protection for victims of violence: The self-reliance support fund paid to minor victims leaving sexual violence victim protection facilities will be increased from the existing 5 million won to 10 million won. A self-reliance support allowance will also be newly established, providing 500,000 won per month for up to five years.
The scope of punishment for "grooming sex crimes" against children and adolescents is being revised in the "Youth Protection Act" to expand from online to offline. Additionally, the mobile notification viewing time for sex offenders' personal information will be extended from the current 21 hours to 48 hours to increase the viewing rate.
