Seoul City Must Accept the Ruling and Immediately Cancel the Plan That Ignored Laws and Citizens"
In the administrative lawsuit to cancel the disposal of the new metropolitan resource recovery facility in Mapo-gu, which lasted for about 1 year and 2 months between Mapo-gu residents and the Seoul Metropolitan Government, the residents of Mapo-gu won the case.
Jeong Cheong-rae, a member of the Democratic Party of Korea (Seoul Mapo-eul, Chairman of the National Assembly Legislation and Judiciary Committee), announced on the 10th that the administrative lawsuit to cancel the notice of the site decision for the Mapo-gu metropolitan resource recovery facility resulted in the cancellation of the Seoul Metropolitan Government's site decision notice for the metropolitan resource recovery facility announced on August 31, 2023.
Rep. Jeong Cheong-rae stated, "I welcome the administrative court's ruling. Since the unilateral site selection announcement by the Seoul Metropolitan Government in 2022, we have pointed out violations of laws and procedures and fought alongside residents for a complete nullification. This is a very meaningful victory for all Mapo-gu residents. Today's ruling clearly reveals the administrative illegality of the Seoul Metropolitan Government and Mayor Oh Se-hoon, who violated laws and procedures and ignored the voices of residents. Justice has been served."
He added, "This just ruling acknowledges that the forcible implementation of the illegal project infringed upon the environmental rights, health rights, and property rights of Seoul citizens and cannot be tolerated. The Seoul Metropolitan Government should now reflect on this, completely nullify the plan to install the new metropolitan resource recovery facility in Mapo, and transparently proceed with the site selection process from the beginning in accordance with the principle and laws that 'no district shall have two incineration plants.'"
Rep. Jeong declared that since the announcement of the Mapo-gu metropolitan resource recovery facility by the Seoul Metropolitan Government in 2022, he has been fully committed to complete nullification, conducting a signature campaign among the public to completely nullify the Mapo waste incineration plant, submitting petitions to the administrative court, pointing out violations of the Act on Promotion of Installation of Waste Treatment Facilities and Support for Surrounding Areas and its enforcement decree, raising questions during the 2022-2024 National Assembly audits, and cutting the entire national budget for 2024 and 2025, continuously fighting alongside residents for the complete nullification of the new metropolitan resource recovery facility in Mapo-gu.
Accordingly, attention is focused on the Seoul Metropolitan Government's response, but it appears that the project will face difficulties moving forward.
