Chairperson Go Seon-jae: "Laying the Foundation for Seocho's Development with a Long-Term Vision for the Next 100 Years"

The Seocho District Council (Chairperson Go Seon-jae) held the 338th extraordinary session, commencing the first meeting schedule of the new year.
During this extraordinary session, the 2025 district administrative report and general agenda items will be reviewed. At the 1st plenary session held on the 10th, Chairperson Go Seon-jae delivered the opening remarks, followed by four 5-minute free speeches.
In his opening remarks for the new year, Chairperson Go Seon-jae stated, “With a long-term perspective looking ahead 100 years into the future, we will establish a systematic foundation for the development of Seocho District,” expressing his ambition to continuously research for regional development and the welfare improvement of district residents. He also said, “This is an opportunity to share the direction of key district projects and confirm concrete implementation plans,” urging that policies that residents can feel should be pursued consistently and meticulously according to the project objectives.
Additionally, during the 1st plenary session, 5-minute free speeches were delivered by Councilmembers Kim Seong-ju, Yoo Ji-ung, Oh Ji-hwan, and Kim Ji-hoon. First, Councilmember Kim Seong-ju called for the establishment of floor construction guidelines, regular inspections by experts, and strict enforcement of construction standards and inspection regulations to reduce noise between floors in multi-family housing.
Councilmember Yoo Ji-ung proposed the creation of a ‘Youth Policy Bureau’ within the Seocho District organization to manage youth policies integrally and to discover new policy ideas. He also mentioned the need to operate the Youth Policy Committee more actively to establish a system that reflects youth feedback before and after policy implementation. Councilmember Oh Ji-hwan, who suggested the introduction of a public wedding hall at the district level to reduce the financial burden of marriage for engaged couples, pointed out various restrictions currently in place at public wedding halls operated by Seoul City and others, arguing that effective operational measures must be devised.
Lastly, Councilmember Kim Ji-hoon emphasized that ‘reclusive loners’ occur not only among adolescents and youth but across all age groups, and that this is an issue connected to the entire family surrounding them. He explained that the key to solving this problem lies in establishing a tailored support system utilizing related organizations, along with parent education and self-help groups for families of reclusive individuals to foster understanding and communication.
The Seocho District Council plans to conduct district administrative reports by standing committees from the 13th to the 15th and will adjourn the session on the 16th.
