The 5th term BMC Inno-citizens was planned to establish a two-way communication system through citizen participation management and to implement bottom-up innovation. Over approximately eight months since May last year, 20 citizens of various ages ranging from their 20s to 50s, genders, and occupations carried out two offline activities and five online activities, playing a role in expressing citizens' opinions on the overall management of the corporation.

Starting from this activity, BMC changed the name from the Citizen Participation Innovation Group, used since 2020, to BMC Inno-citizens to emphasize ‘innovation’ activities ‘with citizens’ and enhanced understanding of projects through major field visits reflecting the opinions of the 4th term members.

At the conclusion of the BMC Inno-citizens activities, participants were encouraged through awarding certificates of participation to those with an activity rate of over 80%, selecting and rewarding the final outstanding participants, and collecting activity impressions and feedback.

Participants of BMC Inno-citizens said, “Through activities as BMC Inno-citizens, we once again realized that Busan Metropolitan Corporation plays a very significant role in the Busan community,” and “Seeing our opinions being presented and reflected gave us pride as Inno-citizens.”

Shin Chang-ho, President of Busan Metropolitan Corporation, stated, “We will select the 6th term BMC Inno-citizens in 2025 and actively reflect the feedback from the 5th term BMC Inno-citizens to ensure that voices from citizens in more diverse fields are incorporated.”
