Functional Improvements to Nongmak Starting January
Yeongju City in Gyeongbuk Province will implement an improved Nongmak system starting from the 3rd, following the revision of the Enforcement Decree and Enforcement Rules of the Farmland Act, which resolves the inconveniences of existing Nongmak.
Nongmak is a temporary structure with a total floor area of 20㎡ or less, installed by farmers or those who want to experience weekend farming, for storing agricultural materials and machinery, simple processing of harvested crops, and temporary rest during farming work. Through this revision, improved Nongmak excludes auxiliary facilities such as eaves, decks, and septic tanks from the total floor area calculation, and allows the installation of one parking space, greatly enhancing the usability of Nongmak.
Only one improved Nongmak can be installed per plot, and farming activities must be carried out on farmland excluding the Nongmak and its auxiliary facilities. However, the creation of gardens, planting ornamental trees, moving-in registration, irregular overnight stays on weekdays or weekends, or long-term stays and use as leisure spaces unrelated to farming work are prohibited.
Farmers or weekend farming experiencers who wish to install a Nongmak must submit a temporary building construction report to the local government’s permitting department. The local government’s permitting department will verify whether the temporary building meets the standards under the Building Act and then issue a report certificate. Afterwards, the applicant must visit the local eup/myeon/dong administrative welfare center with the report certificate to register the Nongmak in their farmland ledger.
Yeongju City stated, “With the introduction of the improved Nongmak, unlike the existing Nongmak, it is easier to install separate auxiliary facilities, enabling farmers and weekend farming experiencers to manage their farming operations smoothly.” They added, “For inquiries, please consult the Farmland and Forestry Team of the Permitting Division at Yeongju City Hall or the farmland officer at the eup/myeon/dong administrative welfare center.”
