Reduction of Usage Fee Rate Increased by Press Expansion Construction from 0.02 to 0.0001
Enhancing Pedestrian Safety, Revitalizing Commercial Areas, and Alleviating Residents' Financial Burden
Mapo-gu (District Mayor Park Gang-su) has significantly lowered the rate for calculating road occupancy fees for the first time among Seoul's autonomous districts to address the issue of increased vehicle access road occupancy fees caused by sidewalk expansion projects implemented by the district.
Vehicle access roads that cross sidewalks to enter building parking lots are subject to road occupancy permits, and fees are charged proportionally to the area occupied on the road.
As sidewalks widen, the area of vehicle access roads increases, thereby increasing the burden on those occupying the road.
In response, Mapo-gu revised the Ordinance on Road Occupancy Permits and Fees Collection in Mapo-gu, Seoul, and lowered the rate for calculating fees on the expanded sidewalk portions from 0.02 to 0.0001 to effectively resolve the unreasonable occupancy fee issue.
This decision stems from Mapo-gu’s belief that “Good roads attract people, and where people gather, the economy thrives.”
Mapo-gu has been dedicated to expanding sidewalks within the district to enhance pedestrian safety and convenience and revitalize commercial areas; however, the accompanying increase in occupancy fees has added financial burdens on residents and posed obstacles to sidewalk improvement projects.
Therefore, Mapo-gu decided to adjust the occupancy fee calculation rate as a mutually beneficial solution for all parties.
The revised occupancy fee calculation rate has been applied to recently improved areas such as Hongdae Red Road Club Street and Yeonnam-dong Kkirikkiri-gil, receiving positive evaluations for balancing safety and financial burden.
Going forward, Mapo-gu plans to continue improving sidewalks throughout the district to be pedestrian-friendly and apply the revised fee rate to expanded areas, thereby revitalizing local commercial districts affected by the economic downturn and reduced consumption.
Park Gang-su, Mayor of Mapo-gu, stated, “This ordinance revision is a simple yet effective case of resolving the financial burden on residents caused by pedestrian environment improvement projects implemented by Mapo-gu,” adding, “Mapo-gu will actively inspect sites from the residents’ perspective and improve any parts that feel unreasonable.”
