Mayor Oh expressed condolences to the victims and their families of the passenger plane accident that brought great sorrow, announcing the extension of the mourning period and promising to share the pain and carefully provide necessary support. He also asked the district heads for continuous support.

Regarding citizens' and economic anxiety due to the impeachment turmoil, he emphasized the role of local governments. Earlier, shortly after the martial law situation last month, Mayor Oh met with district heads and said, "Seoul City and autonomous districts must prioritize the livelihood economy and citizen safety and remain steadfastly focused on their core duties."

He also announced expanded support for major policies promoted by Seoul City. Mayor Oh said, "Seoul is establishing itself as a 'million-seller city' where policies chosen by millions of citizens, such as the Climate Companion Card, Wrist Doctor 9988, and the Seoul International Garden Expo, are born," expressing gratitude to the district heads by saying, "Thanks to your active suggestions for policy improvements based on citizens' opinions from the field, we were able to create these policies."

He emphasized 'deregulation,' the biggest issue for Seoul City this year. Mayor Oh stated, "We will abolish unreasonable regulations and revive the vitality of the economy and society through creativity and innovation," adding, "True leadership shines in times of crisis." In his New Year's address, Mayor Oh declared a 'war on regulations,' emphasizing that "the fundamental cure to open up social and economic breathing space and restore vitality is deregulation." At that time, with the determination to "move beyond regulatory reform to full-scale deregulation to create an environment where innovation and creativity can flourish," he immediately introduced the first and second deregulation measures, including a public contest for unnecessary regulation ideas, easing the mandatory ratio of commercial spaces in mixed-use residential buildings, and expanding exemptions from environmental impact assessments.
