On the 23rd of last month, the police received a request for investigation from the Military Manpower Administration regarding Song Min-ho's alleged violation of military service laws and have registered him as a suspect and are currently investigating. Subsequently, on the 27th of last month, the police conducted a search and seizure at the resident convenience facility in Mapo-gu where Song Min-ho worked, securing closed-circuit television (CCTV) footage and other materials. The police are analyzing Song Min-ho's commuting times based on the obtained data. Song Min-ho began his service as a social service agent in March 2023 and completed his duty in December 2024. However, controversy arose following media reports suggesting that he did not properly fulfill his duties.
The political sphere is also responding swiftly to the allegations of Song Min-ho's poor service. On the same day, Yoo Yong-won, a member of the People Power Party, announced that he had introduced a bill, dubbed the ‘Song Min-ho Prevention Act,’ which electronically manages the attendance, leave, and absence of social service agents. The 'Partial Amendment to the Military Service Act,' proposed by Representative Yoo of the National Defense Committee, has attracted attention in connection with the recent investigation request due to Song Min-ho's alleged poor service at the Military Manpower Administration and the police's registration of charges for violating military service laws.
Current law requires social service agents to sign a daily service status log maintained by their service institution and allows for electronic management of attendance and commuting records when necessary. However, the existing manual management method has been criticized for its lack of accuracy and inefficiency, leading to ongoing calls for the management of social service agents' duties to be conducted electronically.
Through the proposed amendment, Representative Yoo aims to strengthen the management of social service agents by mandating the establishment and operation of an information system that enables electronic management of attendance, leave, and absences. The Military Manpower Administration plans to begin a pilot operation of an electronic attendance management system for social service agents under local military manpower offices in the second half of this year and intends to develop an electronic attendance management system, including commuting records, by 2026.
