Filming the 'Level 1 Security Facility' Presidential Residence Is Illegal

A YouTuber who was reported by the presidential office after filming and releasing footage of an unidentified person walking a dog inside the residence in Hannam-dong, Yongsan-gu, Seoul, has released the full version of the video.

On the 4th, the YouTube channel 'Goyangi News' released a 2-minute 53-second video titled "Full Version of Kim Geon-hee's Dog Walk at the Residence Released. Yoon Seok-yeol Escaping in an Armored Vehicle." In this video, the YouTuber claimed, "I knew I would be reported. You thought I couldn't film the front, right? There is no one else like this in the world. President Yoon ran away, and Mrs. Kim walked the dog at the residence."

YouTuber Claiming a Person in White Walked a Dog at Yoon's Residence Reported On the 3rd, when an arrest warrant for President Yoon was attempted to be executed, a person was walking a dog at the residence in Hannam-dong, Yongsan-gu, Seoul. YouTube channel 'Goyangi News'

The video was filmed on the 3rd, when the Joint Investigation Headquarters (JIH), investigating the December 3 emergency martial law incident, executed an arrest warrant for President Yoon Seok-yeol. It shows the residence and surrounding situation. The video begins around 8:02 a.m. with the JIH and police confronting each other in front of the main gate of the presidential residence. During the standoff, a black sports utility vehicle (SUV) moves down between buses blocking the fork in the road, and a black sedan goes up toward the residence. The next scene shows two Mercedes-Maybach vehicles descending from the residence, and a security staff member standing by the roadside on the right saluting. The YouTuber explained this scene as "President Yoon escaping in an official armored vehicle."

In another scene, a person dressed in white appears in front of the security vehicles and security staff guarding the residence. The YouTuber said about this figure, "I don't know who it is, but they are tall and slim like Mrs. Kim Geon-hee." When the person gestures with their hand, the YouTuber added, "Mrs. Kim Geon-hee has a habit of gesturing exactly like that."

Previously, on the 3rd, this YouTuber conducted a 5-hour 30-minute live broadcast titled "Yoon Seok-yeol Hannam-dong Residence Arrest Live Broadcast." During that time, the YouTuber also revealed footage of a person dressed in white coming out of the residence with a white dog for a walk, claiming that the person was Mrs. Kim Geon-hee. On the 4th, the YouTuber uploaded a 45-second video titled "Kim Geon-hee Walking the Dog at the Residence During Execution of Arrest Warrant."

The presidential residence is a first-class security facility and a no-fly zone, so all photography and video recording, including aerial filming, are prohibited. In August 2022, the Ministry of National Defense designated the Hannam-dong area, where President Yoon's residence is located, as a restricted protection zone. The presidential office filed complaints against JTBC, MBC, SBS, and the 'Goyangi News' YouTuber for filming and broadcasting the presidential residence, citing violations of the Military Bases and Military Facilities Protection Act. In response, Goyangi News mockingly replied, "Along with MBC, SBS, and JTBC who were also reported, we have become one of the four major media outlets in South Korea."

Netizens who watched the full version of the video reacted with comments such as, "Whether it was really Kim Geon-hee or not, the fact that a dog walk was possible inside the residence during such chaos means the situation there was not that serious," "The whole nation is watching the news all day and feeling like they're going to have a nervous breakdown, but a dog walk? That makes no sense," "Were they colluding with the Corruption Investigation Office for High-ranking Officials?" "They probably knew they wouldn't be arrested," and "Walking a dog while obstructing the execution of an arrest warrant? Ridiculous."
