Mandatory Installation of Vehicle Fast Chargers Only in New Housing
The usage fee for bicycles at Hangang Park will increase by 10% compared to last year. The obligation to install fast chargers for electric vehicles in Seoul applies only to new housing, and existing houses are exempted.
Seoul City announced on the 3rd that it reviewed and approved the ordinance and regulation promulgation plan containing these details through the '24th Ordinance and Regulation Deliberation Committee' held on the 26th of last month, and will promulgate it. 68 ordinances will be promulgated on this day, and 13 regulations on the 20th.
Looking at the main contents, according to the 'Partial Amendment Rules for the Enforcement of the Basic Ordinance on the Conservation and Use of Hangang Park in Seoul,' the rental fee for bicycles at Hangang Park will be raised. Reflecting the inflation rate, the fee for a single-rider bicycle will increase from 3,000 won last year to 3,300 won this year. For two-rider bicycles, the price will rise from 6,000 won to 6,600 won. Additionally, the basis for calculating additional bicycle usage fees will change from the current 15 minutes to 10 minutes. To enhance citizen convenience in using facilities, standards and fees for multi-rider and electric-powered bicycles have also been newly established.
A basis has also been established for the city to relocate kickboards and similar devices, which can cause congestion by being scattered in various places on the roads. According to the 'Partial Amendment Ordinance on the Promotion of Safe Use of Personal Mobility Devices in Seoul,' if personal mobility devices are illegally parked in public places such as roads, they can be relocated in accordance with the 'Road Traffic Act.' Education and publicity for the safe use of personal mobility devices and prevention of safety accidents have also been made mandatory.
The obligation to install fast chargers for electric vehicles, previously applied to existing apartment complexes, will now be imposed only on 'new housing.' The 'Partial Amendment Ordinance on the Development and Promotion of Environmentally Friendly Vehicles in Seoul' exempts existing houses from this obligation but strengthens the obligation to install fast chargers in public facilities, public buildings, and parking lots, thereby subdividing the target facilities.
Amendment
An ordinance to improve the childcare environment for Seoul City Council officials was also promulgated. The 'Partial Amendment Ordinance on the Service of Seoul City Council Officials' grants special leave for accompanying hospital visits such as checkups and treatments to male officials whose spouses are pregnant. A city official explained, "We aimed to expand a pregnancy, childbirth, and childcare-friendly organizational culture and to proactively introduce service systems to help officials balance work and family life."
