Guro-gu, Full Effort for 'Revitalizing the Livelihood Economy and Stabilizing the Lives of Vulnerable Groups' in 2025

Guro-gu is focusing its administrative capabilities on revitalizing the local economy and stabilizing the lives of vulnerable groups with the goal of "Recovering the Livelihood Economy through Customized Livelihood Stability Support in Guro-gu" for the New Year 2025.


First, to revitalize the local commercial district, the district will issue the 'Guro Love Gift Certificate' early in the year, amounting to 6 billion KRW, which is about 76% of the total issuance amount of 7.9 billion KRW for 2025.


The issuance of the Guro Love Gift Certificate is scheduled for 11 a.m. on January 16, and starting with this issuance, in addition to the existing 5% discount benefit when purchasing, users will also receive a 5% cashback benefit, which is expected to have a significant actual cost-saving effect.


The 'Guro Ttaenggyeoyo Gift Certificate,' which can be used on the public delivery app 'Ttaenggyeoyo,' will also have its issuance scale expanded from 100 million KRW to 150 million KRW per month during the first half of the year.


To encourage the revitalization of traditional markets, during the Lunar New Year holiday period, five traditional markets and four alley-type shopping districts within Guro-gu will present Onnuri Gift Certificates for purchases above a certain amount, and various events tailored to the characteristics of each market, such as purchase receipt prize draws, will be held.


The general restaurant facility improvement support project, which was previously conducted in the first and second halves of the year, will be executed early in the first half of the year.


Along with this, the district will support small and medium-sized merchants facing financial difficulties such as sharp sales declines due to the ongoing economic recession.


The Small and Medium Enterprise Development Fund loan support will be expanded from 2 billion KRW to 3 billion KRW in the first half of 2025, and the support period will be advanced from February to January.


Regarding interest support for loans in cooperation with commercial banks, the annual support rate will be expanded from 2% to 3%, reducing the loan burden on small and medium-sized merchants.


For small and medium-sized merchants with low credit and insufficient collateral, the district plans to support the issuance of credit guarantees worth 2.5 billion KRW in cooperation with the Guro branch of the Credit Guarantee Foundation.


Support for stabilizing the lives of vulnerable groups will also be strengthened.


First, child-rearing support for low-income single-parent families with children under 18 years old will be expanded. The child-rearing allowance for single-parent families will increase from 210,000 KRW to 230,000 KRW per month, and for adolescent single-parent families, it will increase from 350,000 KRW to 370,000 KRW per month.


Free meal support for low-income elderly with mobility difficulties will also be doubled in frequency until the end of February, when the winter cold ends: lunchboxes will be provided twice a day instead of once, and side dishes will be provided four times a week instead of twice.


Additionally, starting this year, the district will support enrollment in a dedicated insurance product for electric mobility aids for persons with disabilities, with a maximum compensation limit of up to 50 million KRW per accident, and will provide 4,800 cockroach pest control products for housing hygiene management to vulnerable households.


Other plans include visits to social welfare facilities during the Lunar New Year holiday and focused management of elderly living alone or elderly couples during the winter cold wave.


A Guro-gu official stated, “We will prioritize the recovery of the livelihood economy and the stabilization of vulnerable groups’ lives and devote all efforts to solving these issues. We will do our best until the day residents feel the changes in their daily lives.”
