Promises to Realize a Warm Welfare Community Through New Year's Address

Seung-ro Lee, Mayor of Seongbuk-gu, Seoul, stated in his New Year's address on the 1st, “This year will be a very important year to realize Seongbuk's future vision,” and added, “We will concentrate all administrative and financial capabilities to achieve visible policy outcomes and sustainable urban growth.”

The mayor promised to carry out five tasks this year: realizing a warm welfare community, rapid housing maintenance projects, creating a city where transportation and housing harmonize, building a city for economic revitalization, and fostering a diverse cultural autonomy city.


Mayor Lee said, “I will run to more sites and listen to the voices of the residents,” and “I ask for your unwavering interest and support in creating a livable Seongbuk that each resident can feel.”


The following is the full text of Seung-ro Lee, Mayor of Seongbuk-gu’s New Year's address.

Hello, I am Seung-ro Lee, Mayor of Seongbuk-gu.

The year 2025, the Year of the Eulsa (乙巳), has dawned. As we welcome the year of the Blue Snake, I hope that we all open a better future together with wisdom and flexibility.


Looking back, 2024 was a year of valuable achievements made possible by the active participation and passion of Seongbuk residents. The interest, practice, and consideration throughout our community have become a solid foundation for creating a “happier Seongbuk together” and “Seongbuk preparing for a greater leap.”


2025 will be a very important year to realize Seongbuk’s future vision. We will focus all administrative and financial capabilities on producing visible policy outcomes and growing into a sustainable city.


First, we will realize a warm welfare community. We will steadily build a modern senior welfare center for seniors’ leisure and various health welfare services. We will launch the Seongbuk Welfare Foundation to systematically respond to diverse welfare demands, expand customized welfare services, and promote integrated welfare policies that encompass generations and classes to create a Seongbuk-gu where no one is left behind.


Second, we will accelerate toward becoming the best premium residential city through rapid housing maintenance projects. We will efficiently proceed with redevelopment and reconstruction maintenance projects in 130 districts, including Jangwi New Town, to advance urban development. Through a maintenance project academy tailored to residents’ perspectives, we will properly and easily deliver necessary information to help residents understand.


Third, we will create a city where transportation and housing harmonize. We will resolve the expected population increase and transportation demand resulting from accelerated redevelopment and reconstruction projects. We will actively consult with related agencies to re-promote the original plan of the Gangbuk Transverse Line and steadily push forward the Dongbuk Line urban railway. By developing the Jeongneung public garage complex, we will build cultural and sports facilities to create a livable, balanced development city.


Fourth, we will build a city where everyone prospers evenly and the local economy leaps forward. We will expand the issuance of Seongbuk Love Gift Certificates and strengthen low-interest financial support for small business owners. We will establish the Seongbuk Youth Smart Startup Center to actively support youth entrepreneurship and leap into a dynamic economic city through the Campus Town project, where universities and the local community coexist.


Fifth, we will create a diverse cultural autonomy city enjoyed in daily life. Through the creation of the Seongbukcheon waterfront vitality hub, construction of the Wolgok complex sports facility, opening of the Bomunsa Forest Library, and establishment of the book rest area in Gaewoonsan Neighborhood Park and the Jangwi-dong Cultural Park Library, we will become a city where leisure and culture breathe life.


Going forward, I will run to more sites and listen to the voices of residents. I ask for your unwavering interest and support in creating a livable Seongbuk that each resident can feel.
