Permanent Rental Reconstruction in 1st Generation New Towns... 21,000 Households to be Supplied by 2037

On the 29th, the Ministry of Land, Infrastructure and Transport announced plans to supply 21,200 new public housing units by 2037 through the reconstruction of 14,000 permanent rental housing units within the first-generation new towns.


The reconstruction targets include 1,300 units in Cheongsol 6 Complex, 1,500 units each in Hayan 6 Complex and Mokryeon 1 Complex, and 1,700 units in Hansol 7 Complex in Bundang New Town. In Ilsan New Town, reconstruction will begin for 1,100 units in Hwindol 4 Complex, 600 units in Munchon 7 Complex, and 500 units in Munchon 9 Complex. In Pyeongchon and Sanbon New Towns, 500 units in Gwanak, 900 units in Gaya 2 Complex, 1,300 units in Maehwa 1 Complex, and 1,200 units in Jumong 1 Complex will be renovated. In Jungdong New Town, 900 units in Halla 1 Complex and 1,000 units in Deokyu 1 Complex are included in the reconstruction targets.


The Ministry plans to sequentially supply a total of 21,200 units by 2037 by reconstructing these 14,000 permanent rental housing units and adding an additional 7,200 units to the existing stock.


During the reconstruction work, nearby permanent rental housing in the first-generation new towns will be used as temporary residences for current residents. The five new towns have a total of 13,000 public rental housing units, including 4,300 permanent rental units.


The Ministry will carry out relocations sequentially until 2033. For elderly and disabled residents, moving expenses and relocation agency services will be provided, and agreements with nearby hospitals and social welfare centers will offer medical expense support and free health checkups. Additionally, new bus routes will be established for transportation-vulnerable groups.


Since October, the Ministry has prepared this plan through a two-month on-site inspection of permanent rental housing in the first-generation new towns in cooperation with the Korea Land and Housing Corporation (LH). A survey was also conducted targeting 975 households residing in Hwindol 4 Complex in Ilsan and Halla 1 Complex in Jungdong.


The survey results showed that residents preferred to temporarily move to nearby permanent rental housing equipped with welfare centers, hospitals, and community facilities, and hoped to move back to larger units after reconstruction. Specifically, considerations for temporary housing were 'surrounding environment' at 39.0%, 'distance from current residence' at 37.3%, and 'internal housing environment' at 8.5%.


The most preferred temporary housing option was 'temporary housing provided by public entities such as LH,' at 97.1%. Regarding permanent rental housing reconstruction, 88.2% responded that they wished to move back after reconstruction, while 11.1% preferred to continue living in the temporary residence.


Separately, the Ministry plans to promote integrated reconstruction led by LH as the project operator for complexes mixing permanent rental housing and private apartments if residents wish. The volume of permanent rental housing units from the integrated reconstruction complexes will be recognized as public contributions to enhance project feasibility. The annual reconstruction volume of permanent rental housing within mixed complexes will be determined next year based on sequential maintenance plans prepared by local governments and the scope of designated maintenance zones.
