Seocho-gu, Nationwide First 'High School Visit for Resident Registration Card Issuance'

Implementation of Smart Administration 'Seocho Ganda-go!' Service

Seocho-gu, Seoul (Mayor Jeon Seong-su) announced on the 27th that it will officially operate the smart on-site administrative service for issuing resident registration cards called ‘Seocho Ganda go!’ using ‘Onbook (work laptops)’ for the first time in the nation.

‘Seocho Ganda go!’ is a project targeting high school 2nd and 3rd graders who are receiving their resident registration cards for the first time in their lives. A staff member visits the requested school in person to handle the issuance application. In July this year, the district was selected as a ‘Local Government Onbook Pilot Operation Institution’ by the Ministry of the Interior and Safety, enabling on-site administrative services through work laptops.


Seocho-gu conducted the first service on the 17th at Daniel School, a special school for students with developmental disabilities. Students who usually have difficulty visiting the community center due to mobility issues were able to apply for their first resident registration card without inconvenience through this service. The visiting official used the Onbook and scanner equipment to input photos and fingerprints on-site, completing all processes quickly and conveniently.


On the 27th of this month, the ‘Seocho Ganda go!’ service will be held at Eonnam High School. Since all procedures can be easily handled at the school, many students and parents showed great interest, resulting in a large number of pre-applications.


This service is significant not only for increasing convenience for youth but also for enhancing accessibility to public administrative services for everyone, realizing ‘walking together with the vulnerable.’ It also demonstrates that Seocho-gu is opening a new horizon in resident-tailored smart administration.


Starting from the new year, the district plans to gradually expand the service to about 3,500 students in local high schools (10 general schools and 3 special schools). In addition, by utilizing Onbook, Seocho-gu will implement smart administration in various fields such as operating civil complaint offices at reconstruction sites, supporting administrative tasks during telecommuting and business trips, and more.


Mayor Jeon Seong-su said, “‘Seocho Ganda go!’ is a good example of smart administration where anyone can enjoy convenient administrative services without restrictions through technological advancement,” adding, “We will continue to expand innovative resident-centered administrative services using digital technology.”
