"Relief in Securing Land for Relocated Companies in Industrial Complex"
Request to Minister of Land, Infrastructure and Transport for Support in Establishing 3 New Railways
The city of Yongin has expressed a welcoming stance on the government's final approval of the advanced system semiconductor cluster national industrial complex being established in the Cheoin-gu area of Yongin-si, Gyeonggi-do, including Idong and Namsa-eup.
On the 26th, Yongin Mayor Lee Sang-il attended the 'Yongin Advanced System Semiconductor National Industrial Complex Approval Commemoration Event' held at Samsung Electronics Giheung Campus in Nongseo-dong, Giheung-gu, Yongin, where he expressed this position.

At the event attended by Mayor Lee, Park Sang-woo, Minister of Land, Infrastructure and Transport, Lee Han-jun, President of Korea Land and Housing Corporation (LH), Kim Yong-kwan, President of Samsung Electronics DS Strategy, and Go Young-in, Deputy Governor of Gyeonggi Province for Economy, an implementation agreement containing the land sales contract between LH, the project executor of the industrial complex, and Samsung Electronics was also signed.
This approval of the industrial complex development plan was advanced by about three months from the originally scheduled first quarter of next year. On this day, the Ministry of Land, Infrastructure and Transport and LH also explained the detailed plans for site development along with the specialized development plan for the industrial complex. The Ministry particularly announced the plan for a relocation industrial complex where existing companies within the planned industrial complex site will move.
Accordingly, the city plans to expand the zoning of the 'Advanced System Semiconductor National Industrial Complex' by designating about 500,000㎡ in Wanjang-ri and Chang-ri areas of Namsa-eup, Cheoin-gu, as a development activity restriction area, and will conduct a public inspection for residents regarding the changed area. Securing relocation industrial complexes for companies and incorporating this space into the national industrial complex will expand the total area of the system semiconductor industrial complex from 7.28 million㎡ to 7.78 million㎡.
Once the newly incorporated area into the industrial complex is designated and announced as a development activity restriction area, from the date of designation until April 12, 2026, activities such as new construction, extension or remodeling of buildings, land alteration, and soil and rock excavation will be restricted. Related documents concerning the restricted activity area can be viewed from the 27th until January 16 of next year at the Yongin City Hall Semiconductor National Industrial Complex Division and the LH Yongin Semiconductor National Industrial Complex Project Team.
Mayor Lee said, "We welcome the approval of the national industrial complex earlier than originally planned," and emphasized, "To proceed swiftly with the remaining processes, a close cooperative system among related organizations must continue to operate well."
Mayor Lee stated, "For the rapid development of the industrial complex, land compensation and the relocation of residents and companies must proceed smoothly," and added, "We hope the government actively reviews issues such as reasonable compensation, capital gains tax reductions related to compensation, corporate tax reductions for relocating companies, and policy fund support to assist relocated residents and companies."

At the event, Mayor Lee also requested government support for expanding regional railway infrastructure, including the extension of the Gyeonggang Line and the establishment of the Southern Gyeonggi Metropolitan Railroad. He handed over related materials and letters to Minister Park, asking for support to ensure that ▲the extension of the Gyeonggang Line and ▲the establishment of the Southern Gyeonggi Metropolitan Railroad are reflected in the Ministry of Land, Infrastructure and Transport's '5th National Railway Network Construction Plan' to be established next year.
The Gyeonggang Line extension project connects 37.97 km from Gyeonggi Gwangju Station branching to Idong and Namsa-eup in Yongin, where the system semiconductor complex is located. The Southern Gyeonggi Metropolitan Railroad, jointly promoted by Yongin, Seongnam, Suwon, and Hwaseong cities, is a new 50.7 km railway line connecting Seoul Sports Complex Station, Suseo Station, Seongnam Pangyo, Yongin Sinbong and Seongbok-dong, Suwon Gwanggyo, and Hwaseong Bongdam.
Mayor Lee also requested continuous support from the Ministry of Land, Infrastructure and Transport to ensure the smooth progress of the Bundang Line extension project connecting Giheung Station, Dongtan 2 New Town, and Osan University Station. This project is currently under review to determine whether it will proceed to the preliminary feasibility study stage by the Ministry of Economy and Finance.
Mayor Lee told Minister Park, "The three railway projects underway in Yongin have very high expectations from citizens and are directly linked to the success of Yongin's mega semiconductor project," and added, "We hope the Ministry of Land, Infrastructure and Transport seriously considers these projects for the nation's future."
