Hapcheon-gun Expands Comprehensive Welfare Services for Vulnerable Groups

Welfare Expansion to Disabled and Single-Parent Families
Including Youth and High-Risk Groups for Solitary Deaths

Hapcheon-gun, Gyeongnam Province, is strengthening care services to ensure that vulnerable groups in the local community can spend a safe and warm winter.


First, the health insurance premium support, which was previously limited to elderly households, has been expanded to include households with disabled persons and single-parent families.


Additionally, to prevent solitary deaths, Hapcheon-gun has introduced a service in cooperation with Korea Electric Power Corporation and the Waterworks and Sewerage Department to check on households with no electricity or water usage for a certain period. This enhanced welfare service aims to eliminate welfare blind spots.

Hapcheon-gun has expanded the health insurance premium and long-term care insurance premium support program to reduce the medical service burden on low-income residents.


This program supports National Health Insurance premiums and long-term care insurance premiums for low-income households who are regional subscribers, not medical aid recipients, and pay premiums below the Ministry of Health and Welfare's announced minimum threshold.


The support target has been expanded from elderly households aged 65 and over to include households with disabled persons and single-parent families. Eligible recipients are automatically supported after confirmation upon receiving the list from the National Health Insurance Corporation.


Hapcheon-gun has started a service in cooperation with Korea Electric Power Corporation and the Waterworks and Sewerage Department to check on households with no usage for a certain period.


This service mainly targets single elderly, disabled persons, and vulnerable households, establishing a system to detect crisis situations early and respond promptly.


The daily care service, launched as a new project in 2024, provides integrated services such as home care, hospital accompaniment, meal and nutrition management, and psychological support to young and middle-aged adults in need of care and young family caregivers.


In particular, for adolescents, a “Happy Nutrition Package” containing fresh dairy products and healthy snacks is provided once a month, offering both community affection and nutritional balance. The package is supported for daily care service recipients and adolescents recommended by eup/myeon offices.


At the turn of the year, a fundraising period is operated to deliver warm hope to neighbors in need of help.


The fundraising is carried out through voluntary sponsorship and donations from local businesses and residents, enabling inclusive welfare created together with the community to deliver warm warmth and helping hands to more neighbors.


Meanwhile, Hapcheon-gun is striving to establish a diverse welfare service support system through linkage with external support projects such as the Green Umbrella Children’s Foundation.
