Jongno-gu, Seoul (District Mayor Jeong Munheon) is implementing various customized projects to support small business owners who are struggling due to weakened consumer sentiment and a sluggish domestic economy.
They plan to revitalize the local economy and help overcome the crisis by providing low-interest loans to stabilize management and expert consulting to enhance competitiveness.

To restore the livelihood economy, they will provide support through the ‘Small Business and SME Development Fund Loans.’ The loan scale for 2025 will increase by 1 billion KRW from this year to 4 billion KRW, and the limit per business has been expanded from 60 million KRW to up to 100 million KRW. The loan interest rate is 1.5% per annum, with a 1-year grace period and 4 years of equal installment repayments. 2 billion KRW will be allocated each in the first half (February to March) and the second half (July to August) of the year.
The popular ‘Loan Interest Support Project’ for small business owners will also continue this year. To ease the interest burden on small business owners struggling with loan interest rates, they plan to provide support worth approximately 20 billion KRW in cooperation with the Seoul Credit Guarantee Foundation and commercial banks.
Starting next year, a new ‘Repayment Deferral for SME Development Fund Loans’ will be implemented. This system allows a deferral of up to one year on the principal repayment of loans due within the year. Applicants will be selected after a review process.
Additionally, from next year, the public delivery application (app) Ttaenggyeoyo gift certificates will be sold at a 15% discount on the first day of every month. This aims to reduce the burden on consumers and self-employed business owners caused by increased delivery app commission fees.
Furthermore, small business owners facing management crises will receive not only professional consulting but also support for environmental facility improvement costs. Before the Lunar New Year and Chuseok holidays, traditional market events and safety inspections will be conducted simultaneously.
District Mayor Jeong Munheon stated, “To overcome the livelihood economy crisis, we will expand existing support measures and continuously seek additional support plans. We will devote ourselves to implementing customized projects that provide practical help to small business owners and revitalize the local economy.”
