Paju City, Gyeonggi Province (Mayor Kim Kyung-il) conducted its regular personnel reshuffle for the first half of 2025 on the 23rd.
This personnel reshuffle focused on placing the right talents in the right positions based on individual experience and expertise to actively respond to external environments, enhance policy effectiveness through organizational restructuring, and efficiently promote pledges in the second half of the 8th local government term.
With the organizational restructuring in the first half of 2025, the Environment Bureau was assigned under the main office to expand policy functions in environmental fields such as carbon neutrality. The newly established Climate Crisis Response Division and its subordinate Carbon Neutrality Team were created to prepare comprehensive countermeasures against the climate crisis. Additionally, the adjustment of the quota ratio by rank for general civil servants improved the treatment of lower-ranking officials who had difficulties in promotion.
This regular personnel reshuffle involved a total of 730 people, including 107 promotions and 435 transfers (1 transfer at grade 4, 16 transfers at grade 5, and 108 transfers at grade 6). Major promotions include ▲ Lee Seong-geun, Administrative Support Division Chief, appointed as Director of the Administration and Safety Bureau, ▲ Ahn Seung-myeon, Waterworks Division Chief, promoted to Head of the Urban Management Business Headquarters, ▲ Kim Jin-ah, Urban Standing Planning Team Leader, promoted to Head of the Childcare and Children Division, ▲ Jeong Young-sook, Food Safety Team Leader, appointed as Director of the Unjeong Health Center, ▲ Ma Ju-hyeong, Growth Strategy Team Leader, promoted to Head of the River Management Division, ▲ Kang Young-do, Media Team Leader, promoted to Head of Geumchon 2-dong, and ▲ Jeon Jong-go, Real Estate Management Team Leader, promoted to Head of Geumchon 3-dong, all promoted to the rank of Section Chief and assigned new positions.
Mayor Kim Kyung-il of Paju City stated, “This personnel reshuffle was conducted with the goal of strengthening organizational capabilities to proactively respond to the global challenge of the climate crisis, along with systematic preparation for growth into a city of one million.” He added, “Rather than simply moving positions or filling vacancies, we will strive to become a more efficient and professional organization under the administrative value of ‘citizen-centered’ governance to provide stable administrative services and tangible policy outcomes to our citizens.”
