‘Investigation Team 2’ Formed Under Joint Investigation Headquarters
Official Letter Sent to Preserve Secret Phone Server
The police investigating the 'December 3 Emergency Martial Law Incident' revealed that a notebook written by former Intelligence Commanding General Noh Sang-won contained the phrase ‘Provoking an attack by North Korea on the Northern Limit Line (NLL).’
On the 23rd, a representative from the National Investigation Headquarters Special Investigation Team of the National Police Agency explained, “It listed politicians, journalists, religious figures, labor unions, judges, and public officials as targets for collection,” adding, “There are people named explicitly, and the collection target is interpreted as meaning arrest. In addition, methods of detention and handling, as well as blocking the National Assembly, were mentioned.”
The Special Investigation Team official said regarding former General Noh’s private organization ‘Intelligence Command Investigation Unit 2,’ “We received testimonies from attendees at the Lotteria meeting,” and added, “It is divided into three departments with about 60 people from the unit chief to members. It was confirmed that personnel appointment documents were even prepared.”
The Special Investigation Team official stated, “We believe Investigation Unit 2 was formed under the Joint Investigation Headquarters,” and “We understand that their first order was to secure the server of the Election Commission.”
Regarding the investigation of former General Noh, the Special Investigation Team official said, “He himself is hardly giving any statements,” and “We are proving the case based on testimonies from those around him.”
The Special Investigation Team announced that they sent an official request letter to the Presidential Office and the Presidential Security Service to preserve the secure phone (security mobile phone) servers.
A Special Investigation Team official said about the secure phones of the Police Commissioner and the Seoul Police Commissioner, “We understand that Police Commissioner Jo Ji-ho inherited his upon taking office,” and “Seoul Police Commissioner Kim Bong-sik received his after the November presidential golf course report citing security concerns, but returned it after the martial law declaration.”
The secure phones are issued and managed by the Security Service. These secure phones are equipped with anti-tapping and call recording prevention programs, and the related server data is a key clue in the investigation.
The Special Investigation Team official said regarding suspicions that about 80 Seoul Police investigation personnel waited in the office after the emergency martial law declaration, “We are investigating.”
