Busan City to Hold 2025 Administrative Work Report Meeting... Accelerating Leap to Become a Global Hub City

Mayor Park: "2025 Will Be a Year to Focus Administrative Capabilities Even More for Public Stability and Citizen Happiness"

Busan City will hold the '2025 Municipal Administration Work Report Meeting' on the 23rd from 9 a.m. in the city hall video conference room, presided over by Mayor Park.


The meeting will be attended by Mayor Park, heads of city offices, bureaus, headquarters, and affiliated organizations.


This work report meeting is organized to share the direction of next year's municipal administration, and to intensively review and discuss key policies and current projects by sector, with a particular focus on producing tangible results that citizens can feel.


Through this meeting, Busan under the 8th elected administration will reaffirm its two major goals: ‘Busan, a city where people want to live again’ and ‘Busan, a global hub city.’ The focus will be on stabilizing people’s livelihoods and enhancing citizens’ happiness, while simultaneously strengthening innovation capabilities and urban competitiveness befitting a world-class city as a global hub city.


Today's discussions will proceed sequentially through five major sectors: 1st session: Future Innovation Logistics and Hub ? 2nd session: Digital Innovation and Financial Startups ? 3rd session: Low Carbon Green and Citizen Safety ? 4th session: Citizen Happiness, Culture and Welfare ? 5th session: Municipal Innovation, thereby increasing the focus and completeness of next year’s work plans.


◆ 1st session: In the Future Innovation Logistics and Hub sector, plans to lead change and development throughout the city through the establishment of core infrastructure for Busan’s innovative growth will be addressed.


Main topics include ▲ early commencement of construction for Gadeokdo New Airport and full-scale development of hinterland infrastructure for Tri-Port logistics innovation ▲ development of Northern Busan and establishment of a hub for the Busan-Ulsan-Gyeongnam metropolitan economic zone ▲ active attraction of foreign investment for the second phase of Bukhang Port, fostering a global new marine industry hub ▲ securing future growth engines through urban space innovation across Busan ▲ spreading the value of the 15-minute city and restoring and revitalizing warm communities ▲ creating a dignified urban space through citizen-consensus architectural design innovation ▲ establishing a public transport-friendly city with smart eco-friendly mobility (green mobility) ▲ securing leadership in global marine new industries and advancing Busan as a marine capital.


◆ 2nd session: In the Digital Innovation and Financial Startup sector, measures to achieve concrete results aimed at rapid economic recovery and innovative growth to enhance citizens’ happiness will be discussed.


Main topics include three major strategies: economic rebound, strengthening growth engines, and leading future leaps, such as ▲ economic recovery and revitalization ▲ strengthening self-reliance of small business owners and stabilizing livelihoods ▲ activating strategic investment attraction and building a foundation for innovative growth ▲ creating a business-friendly environment through a one-stop corporate support system ▲ establishing a semiconductor and new materials industry base to drive future new industries ▲ fostering digital innovation future industries based on new technologies such as artificial intelligence (AI) and quantum technology ▲ strengthening the foundation for future energy transition and expanding infrastructure for new energy industries ▲ supporting youth growth and settlement ▲ securing future growth engines through regional-university innovation ▲ completing a digital financial hub by integrating finance and blockchain technology ▲ creating an Asian startup city through innovative investment and growth support.


◆ 3rd session: In the Low Carbon Green and Citizen Safety sector, focused review will be conducted on creating a pleasant, safe, and healthy city, and ways to accelerate project implementation will be sought.


Main topics include ▲ full-scale implementation of Busan-type 2050 carbon neutrality ▲ creating the city with the best air quality through focused management of air pollutants ▲ building green infrastructure tailored to daily life ▲ designation and development of national urban parks, national gardens, and national parks ▲ expanding living area connecting forests, forest recreation facilities, and forest disaster response ▲ strengthening field-centered, proactive, and scientific disaster response capabilities ▲ enhancing competitiveness of the nuclear industry and ensuring nuclear power plant safety ▲ expanding essential regional medical infrastructure ▲ strengthening regional medical supply and infectious disease response ▲ supplying clean and safe tap water.


◆ 4th session: In the Citizen Happiness, Culture and Welfare sector, emphasis will be placed on supporting stable and vibrant senior life, Busan-type integrated care, and creating an environment conducive to childbirth and child-rearing.


Main topics include ▲ expanding world-class cultural and artistic infrastructure ▲ broadening the base of community sports and expanding citizen-tailored sports infrastructure ▲ establishing an attractive tourism and exhibition complex industry (MICE) base ▲ creating a global tourism content specialized city and a leading marine tourism city ▲ realizing a dense and robust Busan-type welfare and care system ▲ creating a happy senior city where everyone can live well together ▲ fostering a childbirth- and child-rearing-friendly environment and a child happiness city.


◆ 5th session: In the Municipal Innovation sector, major policy directions to improve citizens’ quality of life and implement trusted administration will be discussed to promote continuous municipal innovation.


Main topics include ▲ realizing future vision and strengthening municipal capabilities ▲ full-scale promotion of the ‘Busan Global Hub City Special Act’ ▲ enhancing policy perception through population policy implementation ▲ securing stable financial resources and strategic fiscal management ▲ strengthening urban brand competitiveness ▲ promoting administration with tangible results ▲ citizen-centered communication and empathetic administration ▲ implementing smart administration through digital innovation ▲ expanding proactive administration in the public service sector.


Mayor Park Hyung-jun stated, “The year 2025 will be a year in which we focus more on stabilizing people’s livelihoods and citizens’ happiness, while concentrating municipal capabilities on further enhancing the competitiveness of ‘Busan, a global hub city.’” He added, “Overcoming the current complex crisis situation absolutely requires change and innovation, so I hope everyone will do their best to spread the wave of innovation throughout Busan.” He also emphasized, “Considering the difficult local economic situation, please make greater efforts in rapid fiscal execution and deregulation.”
