Three Moa Town sites in Cheonyeon-dong, Seodaemun-gu; Myeonmok-dong, Jungnang-gu; and Mok 4-dong, Yangcheon-gu in Seoul have passed integrated review, with a total of 3,447 households to be supplied.


On the 20th, the Seoul Metropolitan Government announced that the 20th Small-scale Housing Maintenance Integrated Review Subcommittee approved the Moa Town management plan for Cheonyeon-dong 89-16 in Seodaemun-gu and two other cases through integrated review.

The three Moa Town sites approved in this review are △Cheonyeon-dong 89-16 area in Seodaemun-gu △Myeonmok 5-dong 152-1 area in Jungnang-gu △Mok 4-dong 724-1 area in Yangcheon-gu.


Moa Town at Cheonyeon-dong 89-16 area to supply 506 households; parcels with divided ownership excluded

The Cheonyeon-dong 89-16 area in Seodaemun-gu (area 27,287㎡) is close to Seodaemun Station and Dongnimmun Station, and adjacent to Gyeonghuigung Palace and Independence Park. It is a low-rise residential area with a high concentration of old buildings, with 87.4% of buildings aged and 45.8% of semi-basement houses, and narrow roads resulting in poor residential environment. It was selected as a Moa Town target site in 2022 and underwent resident briefings and expert preliminary consultations. The supply will increase from the existing 352 households to a total of 506 households (including 125 rental units).


The zoning of the Cheonyeon-dong 89-16 area will be upgraded from Type 2 (up to 7 floors) to Type 3 general residential area. Considering traffic volume due to Moa housing development and emergency vehicle access in nearby areas, the width of Dongnimmun-ro 6-gil will be widened to 10 meters to allow two-way traffic, and an 8-meter-wide multi-level road will be planned to secure underground parking spaces. Streetscapes will be improved by placing low-rise street activation facilities along the street frontage.


The site is also known for having private roads within the Moa Town target area where so-called "divided ownership" occurred. Speculative activities were discovered where land was purchased by planning real estate companies and shares were traded to multiple parties, so those parcels were excluded from the entire Moa Town management area.

Myeonmok 5-dong 152-1 area Moa Housing reborn with 5 sites, 2,110 households

The Myeonmok 5-dong 152-1 area in Jungnang-gu (area 87,787㎡) is promoting five Moa housing sites, increasing from the current 949 households to 2,110 households (including 352 rental units) after project completion. The project site has a building aging rate of 79.1%, with 20.3% semi-basement houses and rampant illegal parking. It is close to Myeonmok Station, and with the upcoming opening of the Myeonmok Line, transportation conditions are excellent. Nearby, two urban maintenance-type redevelopment projects and one rapid integrated planning housing redevelopment project are underway.

Three existing street housing maintenance project associations have been established in the target area, and consent requirements for association establishment (area expansion) have already been secured in four of the five Moa housing project zones under the management plan. With strong enthusiasm from residents for project promotion, the project is expected to proceed swiftly after management plan approval and announcement.


The zoning of the project promotion area will be upgraded from Type 2 to Type 3 general residential area, and the access road, Gyeomjae-ro 18-gil, will be expanded from two lanes to three lanes. Considering the surrounding low-rise residential areas where development is restricted, convenience facilities such as libraries are encouraged to be secured as shared facilities during Moa housing project implementation. Areas adjacent to parks are planned to be designed as open community spaces rather than building placement.


For commercial areas along main roads opposing the project, which are difficult to develop integrally, a 'self-maintenance guideline' was presented allowing landowners to freely choose individual construction through building agreements or autonomous housing maintenance methods if necessary.

Moa Town at Mok 4-dong 724-1 area to supply 831 households

The Mok 4-dong 724-1 area in Yangcheon-gu (area 52,958㎡) is a deteriorated residential area with a 69% aging rate and poor living environment. Two Moa housing sites will supply a total of 831 households (including 233 rental units). Mok 4-dong was selected as a Moa Town target site through a public contest, and detailed plans were established and submitted for designation as a management area in this review.

The management plan indicates that the zoning will be upgraded from Type 2 (up to 7 floors) general residential area to Type 3 general residential area. The aging Mok-dong Community Center within the project site will be rebuilt as a public office, and an underground parking lot accessible to nearby residents will be constructed beneath the office.


Reflecting residents’ opinions wishing to promote small-scale housing maintenance projects, two Moa housing sites were designated. Namal Children's Park and Cheongsan Senior Love Room will be maintained for use by nearby residents as before. Moving away from uniform slab-type apartments, the plan proposes diversified building types such as tower-type, slab-type, and mixed-type buildings to enhance the landscape, and design guidelines are provided to diversify residential units through community street-type and terrace-specialized plans.


Reflecting opposition from residents against Moa Town, not all zones within the Moa Town target area were planned as project implementation zones, and some were excluded from Moa Town.


The Seoul Metropolitan Government explained, "Through the designation of Moa Town at Mok 4-dong 724-1 area in Yangcheon-gu, it is expected to expand necessary maintenance infrastructure in the region and create conditions to improve low-rise residential areas into pleasant and safe environments in line with the reconstruction plans of Mok-dong apartment complexes."
