Express Mail and Electronic Official Documents for Attendance Notification
On the morning of the 20th, the Joint Investigation Headquarters (JIH), which is investigating the December 3 emergency martial law incident, sent a second summons to President Yoon Seok-yeol.
Through the summons issued under the name of Chief Prosecutor Cha Jeong-hyun, the JIH notified President Yoon to appear at 10 a.m. on Christmas Day, the 25th, at the High-ranking Officials' Crime Investigation Office (HOCI) in the Government Complex Gwacheon for suspect questioning. The notification was sent via express mail and electronic official document. The JIH sent the summons to the General Secretary's Office, the Presidential Residence, and the Presidential Secretariat respectively.
Considering security issues related to President Yoon, who is the incumbent president, the HOCI appears to have set the investigation date on a public holiday when fewer people enter the building compared to weekdays.
The charges against President Yoon include leading a rebellion and abuse of power obstructing the exercise of rights. The JIH had previously sent a first summons on the 18th requesting President Yoon to appear for questioning, but his side refused to accept the summons and did not comply with the appearance request.
Earlier, the prosecution also sent a summons to President Yoon, but as the prosecution decided to transfer the case to the HOCI, the investigative authority has been unified under the HOCI.
The HOCI plans to consider requesting an arrest warrant from the court if President Yoon continues to evade receiving the summons or fails to respond to the second summons without a valid reason.
On the 17th, Oh Dong-woon, head of the HOCI, mentioned the possibility of requesting an arrest warrant for President Yoon during the National Assembly's Legislation and Judiciary Committee session.
However, it is uncertain whether President Yoon will comply with this summons as his legal team has not yet been fully formed.
