Evaluation of Former Guro District Mayor Mun Heon-il's Tenure... Ranked Grade 1 for Three Consecutive Years (2022-2024) in the '2024 Public Institution Comprehensive Integrity Evaluation' by the Anti-Corruption and Civil Rights Commission... Regularization of the 'Integrity Promotion Council' Involving Institution Heads and Executives
Guro-gu solidified its status as the nation's top integrity institution by achieving a Grade 1 rating for three consecutive years in the 2024 Comprehensive Integrity Evaluation of Public Institutions, hosted by the Anti-Corruption and Civil Rights Commission.
Since the Anti-Corruption and Civil Rights Commission implemented the public institution integrity evaluation system in 2002, Guro-gu is the first autonomous district to achieve a Grade 1 rating for three consecutive years.
After being rated Grade 4 in 2021, Guro-gu raised its comprehensive integrity rating by two levels within a year to achieve Grade 1 in 2022, and has maintained the Grade 1 rating for three consecutive years through 2023 and this year.
In response, the district explained that this was the result of actively promoting its unique integrity policies, such as conducting anti-corruption capacity diagnostics and regularizing the Integrity Promotion Council and Integrity Promotion Working Council.
The Integrity Promotion Council and Integrity Promotion Working Council identify corruption-prone areas across the district administration, including personnel, contracts, budgeting, service, and organizational culture, and work to improve them rationally. These bodies have been introduced and operated by the district since 2022.
The Integrity Promotion Council involves the participation of agency heads and senior officials directly, while team leaders from each improvement area participate in the Integrity Promotion Working Council to enhance efficiency and execution power.
Additionally, the district is promoting various systems to eradicate unreasonable practices such as not burdening junior staff during meals with senior officials, improve organizational culture, and expand communication to spread a culture of integrity within the organization.
A Guro-gu official stated, “The unprecedented achievement of Guro-gu as the ‘first autonomous district nationwide to receive a Grade 1 comprehensive integrity rating for three consecutive years’ was possible because everyone worked together,” and added, “Guro-gu will take the lead in ensuring that the culture of integrity firmly takes root in the public service community.”
The Comprehensive Integrity Evaluation of Public Institutions is a comprehensive assessment system conducted by the Anti-Corruption and Civil Rights Commission, which surveys residents who have experienced administrative services of public institutions and employees of public institutions. Based on the results, it calculates ratings from Grade 1 to 5 according to efforts to prevent corruption and the status of corruption incidents.
