Busan National University Yangsan Campus, Multipurpose Building New Construction BTL Project Kicks Off

Busan National University and Gyeongdong Construction, Lease-type Private Investment Project

Approximately 25.5 Billion Won Invested... Completion Scheduled for February 2027

Pusan National University has decided to construct a multipurpose building to expand various facilities within the Yangsan Campus and will commence a BTL project with Kyungdong Construction Co., Ltd., a general construction company.


Pusan National University (President Choi Jae-won) signed an implementation agreement for the Build-Transfer-Lease (BTL) project on the afternoon of the 19th at the first conference room on the 5th floor of the university headquarters with the consortium led by Kyungdong Construction, '(tentative name) Busan Future Creation Corporation,' which was selected as the final project executor for the 'Yangsan Campus Multipurpose Building Construction.'


The signing ceremony was attended by Pusan National University President Choi Jae-won, Vice Minister of Education Lee Jae-woo, Secretary-General Park Chang-bae, and from the project executor side, Kyungdong Construction CEO Park Jae-seok and SM Co., Ltd. (operator) CEO Kwak Mi-jung, among others.

Pusan National University aimed to strengthen its competitiveness by expanding support for education and research activities and consolidating spaces for faculty, staff, and students at the Yangsan Campus. In December 2023, it invited bids for the 'Pusan National University Facility Improvement Build-Transfer-Lease Project' and finally selected the consortium led by Kyungdong Construction, 'Busan Future Creation Corporation.'


The Build-Transfer-Lease project is a type of private investment project where the private sector builds public facilities, and the government leases them for use.


In this project, the private project executor will invest funds to construct the multipurpose building at the Yangsan Campus, transfer ownership to the university, and then lease the facility back from the university to recover the investment. The project executor will hold management and operational rights for 20 years.


To facilitate the smooth implementation of the BTL project, Pusan National University was delegated authority by the Ministry of Education and designated as the competent authority. The total floor area is 10,000 square meters, with a total project cost of 25.6 billion KRW approved, and various project implementation processes, including the basic facility project plan, have been carried out.


The newly constructed multipurpose building at the Yangsan Campus will be located on the northwest vacant site adjacent to the Kyungam Engineering Building, completed in 2023. It will have a total floor area of 10,092 square meters, with one basement floor and four above-ground floors, and will be used as an educational and research support facility including a gymnasium, auditorium, student council and club rooms, administrative support headquarters, and a cafeteria.


This project involves private funds totaling 25.521 billion KRW for the total project cost and 15.628 billion KRW for operating expenses through final project executor selection and negotiations. Construction will begin in August 2025 and is planned to be completed by the end of February 2027, with the facility used for education and research support starting from the first semester thereafter.


The first floor of the new building will house a fitness center, table tennis room, and cafeteria; the second and third floors will be used for the administrative support headquarters, classrooms, gymnasium (basketball court, badminton court), and a 500-seat auditorium; the fourth floor will be dedicated to student support spaces including the student council room, club rooms, band rehearsal room, and broadcasting room.


To save energy, all lighting inside the building will be 100% LED, and solar power, a renewable energy source, will be applied to reduce the building's energy consumption. Notably, this will be the first facility on the Yangsan Campus to apply a Building Energy Management System (BEMS) that collects and analyzes various energy management data in real time to improve energy use efficiency, creating an eco-friendly educational and research support facility.
