Welfare Budget Draws Attention with Increased Funeral Encouragement and Childbirth Support Funds
The budget for Osan City in Gyeonggi Province for next year has been finalized at 888.32 billion won, a 16% increase from this year. Osan City announced on the 19th that the budget proposal of this scale for next year passed the city council plenary session on the same day.
Osan City's budget for next year is an increase of 125.9218 billion won compared to this year's 762.4836 billion won. By account, the general account is 753.06 billion won, and the special account is 135.314 billion won.
The city explained that with the budget confirmation, key tasks in the second half of the 8th term of the elected government, such as ▲proactive foundation establishment for a self-sufficient Connect City with a population of 500,000 ▲improvement of education programs and welfare for Osan's future generations ▲enhancement of administrative convenience and citizen safety and welfare ▲creation of citizen cultural and healing spaces, will be carried out without any setbacks.
Osan Mayor Lee Gwon-jae stated, "We will execute the budget according to its purpose and intent to ensure it is used where it is truly needed and urgent."
Flexible SOC Projects Including Urban Corporation and Gyeongbu Line Railroad Crossing Road
In the 'urban development' sector of the city's budget for next year, 17.5 billion won in current transfers was allocated to support the operation of Osan Urban Corporation, which is scheduled to officially launch early next year, and 27.2 billion won was allocated for the Gyeongbu Line railroad crossing road construction project. The construction of the Gyeongbu Line railroad crossing road is a major pledge of the 8th term elected government. Although the project had been stalled for 10 years due to cost-sharing issues, the inclusion of the budget is expected to put the project back on track. The groundbreaking ceremony for this project is scheduled for the 26th.
Budgets for major government building projects such as the construction of the Namchon-dong complex building (17.5 billion won), Sinjang 2-dong administrative welfare center (5.3 billion won), urban planning facility decision service fee for the construction of Daewon 2-dong administrative welfare center (55 million won), and Busandong life culture center construction (3.05 billion won) also passed the city council.
Basic planning service fees of 22 million won each were allocated for the creation of a comprehensive sports town to relocate the aging existing Osan Sports Complex and for the feasibility study of establishing a high-tech industrial complex on the shared land in Naesammi-dong, where a drama set is located. Budgets were also included for urban landscape improvement, such as ▲subsidies for installing nighttime landscape lighting in apartment complexes (1.064 billion won) and ▲promotion of the Osan landscape design contest (30 million won).
Significant Budget Allocation for Education Projects Draws Attention

In the education sector, projects such as ▲native speaker online English education and English camps (300 million won) ▲AI coding education (280 million won) ▲student career and college entrance support (140 million won) stand out.
Among these, the native speaker online English education and AI coding education are projects directly managed and prioritized by Mayor Lee. The online English education targets elementary, middle, and high school students in the city, while AI coding education is provided to students and citizens across all school levels.
Additionally, budgets were allocated for improving the educational environment, including ▲support for boarding experiential learning for middle school students (700 million won) ▲construction of the Uncheon High School gymnasium (542 million won) ▲subsidies for installing Sprout Stations (200 million won) ▲cleaning costs for heating and cooling systems in private kindergartens (16 million won). Sprout Stations are waiting areas installed in apartment complexes to prevent safety accidents during drop-off and pick-up of infants and children. The city installed 10 Sprout Stations this year and plans to add 11 more next year.
Increased Childbirth Incentives for Second Child and Support for Cremation Expenses
In the welfare sector, budgets were allocated for ▲universal support for female youth supplies (780 million won) ▲increased childbirth incentives for the second child (505 million won) ▲support for cremation expenses (390 million won) ▲improvement of care workers' treatment (550 million won) ▲improvement of treatment for disabled activity support workers (137 million won). The support for cremation expenses is a project directly promoted by Mayor Lee to reduce the financial burden on local residents who must travel for cremation due to the absence of crematoriums in the area.
Meanwhile, the city plans to implement a lifelong scholarship program providing up to 300,000 won annually to citizens aged 19 and older residing in the city. It also plans to operate a citizen health walking activation project with a budget of 120 million won.
The budget for next year also includes 200 million won for the design of landscape lighting installation at Goin-dol Park and 30 million won for promoting an architectural design contest for the construction of a library within the Miniature Village.
