Gongjobon "In Discussion to Request 2nd Summons Investigation for President Yoon"

First Attendance Request Mail Refused and Returned

The Joint Investigation Headquarters (Joint HQ), which is investigating the '12·3 Emergency Martial Law Incident,' announced on the 18th that it is considering a second summons request for President Yoon Suk-yeol.

The Joint HQ explained on the same day, "The Presidential Security Service has not contacted us yet," and added, "The second summons request is being discussed in coordination with the High-ranking Officials' Crime Investigation Division (HOCI) and the Special Investigation Unit of the National Police Agency's Criminal Investigation Headquarters."


Previously, the Joint HQ sent a summons to President Yoon Suk-yeol the day before, but it was returned due to refusal of receipt at the Hannam-dong residence. A Joint HQ official stated, "Both the Presidential Office and the residence refused to accept the summons, so we could not deliver it in person," and added, "The Security Service claimed it was not within their jurisdiction." The Presidential Secretariat also expressed that it was unclear whether delivering a summons during the president's suspension from duty falls under their responsibilities.


On the same day, the prosecution announced that it would transfer the case involving President Yoon and former Minister of the Interior and Safety Lee Sang-min on charges of rebellion to the HOCI. The prosecution decided to withdraw transfer requests for the other suspects.


The Joint HQ stated regarding the prosecution's transfer of the emergency martial law case to the HOCI, "The Joint Investigation Headquarters, composed of the National Police Agency's Criminal Investigation Headquarters, HOCI, and the Ministry of National Defense Investigation Headquarters, will conduct a strict investigation to the end in accordance with law and principles."
