The Joint Investigation Headquarters investigating the '12·3 Emergency Martial Law Incident' arrested Moon Sang-ho, the commander of the Defense Intelligence Command, on charges including treason on the 18th.
The Special Investigation Unit of the National Police Agency's National Investigation Headquarters announced that at around 12:20 PM that day, they obtained an arrest warrant for Commander Moon in cooperation with the High-ranking Officials' Crime Investigation Division and carried out the arrest.
Commander Moon is accused of deploying intelligence agents to the Central Election Commission in Gwacheon-si, Gyeonggi Province, on the 3rd, under President Yoon Seok-yeol's administration.
Commander Moon is also suspected of meeting with former Defense Intelligence Command Commander Noh Sang-won at a Lotteria in Ansan-si, Gyeonggi Province, on the 1st, along with two subordinates, to discuss securing the election commission's server in advance.
Commander Moon was urgently detained on the 15th during an investigation by the police special investigation unit but was released after the prosecution did not approve the urgent detention, citing violations of the Military Court Act's jurisdiction provisions.
The police transferred Commander Moon's case to the Corruption Investigation Office for High-ranking Officials (CIO). The Joint Investigation Headquarters is a cooperative investigation body composed of the National Police Agency's National Investigation Headquarters, the CIO, and the Ministry of National Defense Investigation Headquarters.
