Approval of 25 Items Including the 2025 Budget Proposal and the 3rd Supplementary Budget for 2024

The Dongducheon City Council of Gyeonggi Province (Chairman Kim Seung-ho) held the 3rd plenary session of the 2nd regular meeting of the 334th session on the 17th, processing 25 agenda items including the '2025 Budget Proposal,' the '3rd Supplementary Budget Proposal for 2024,' and ordinances, concluding the 16-day legislative schedule.

Before the agenda was presented, Councilor Hwang Ju-ryong conveyed demands regarding the 'Immediate Expansion of Office and Educational Space at Dongducheon City Family Center' to the executive branch through a 5-minute free speech.

At the Budget and Accounts Special Committee of the 2nd regular meeting of the 334th session (Chairman Park In-beom), among the originally submitted ▲ '2025 Budget Proposal' of 608.25 billion KRW, 364.64 million KRW was cut from 33 projects requiring re-examination and approved as amended. Additionally, the ▲ 2025 Fund Operation Plan, ▲ 3rd Supplementary Budget Proposal for 2024, and ▲ 3rd Fund Operation Plan Amendment for 2023 were approved as originally proposed.

At the 3rd plenary session, the following 25 agenda items were approved as originally proposed: ▲ 'Partial Amendment to the Dongducheon City Council Award Ordinance,' proposed by Chairman Kim Seung-ho; ▲ 'Partial Amendment to the Dongducheon City Building Management Ordinance' and 'Partial Amendment to the Dongducheon City Council Members' Code of Conduct Ordinance,' proposed by Vice Chairman Hwang Ju-ryong; ▲ 'Partial Amendment to the Dongducheon City Council Members' Research Group Formation and Operation Ordinance,' proposed by Councilor Kim Jae-su; ▲ two ordinances proposed by Councilor Kwon Young-gi: 'Ordinance on the Use of Eco-friendly Materials and Promotion of Recycling for Dongducheon City Banners' and 'Partial Amendment to the Ordinance on Overseas Official Activities of Dongducheon City Council Members'; ▲ two ordinances proposed by Councilor Park In-beom: 'Partial Amendment to the Dongducheon City Smart Agriculture Promotion Ordinance' and 'Partial Amendment to the Ordinance on the Use and Disclosure of Dongducheon City Council Work Promotion Expenses'; ▲ three ordinances proposed by Councilor Lim Hyun-sook: 'Ordinance Supporting Survival Swimming Education in Dongducheon City,' 'Partial Amendment to the Dongducheon City Council Meeting Rules,' and 'Partial Amendment to the Dongducheon City Council Members' Code of Ethics and Ethical Practice Ordinance'; ▲ two ordinances proposed by Councilor Lee Eun-kyung: 'Partial Amendment to the Dongducheon City Council Local Public Officials Service Ordinance' and 'Partial Amendment to the Dongducheon City Council Local Public Officials Travel Expense Ordinance'; and ▲ two ordinances submitted by the executive branch: 'Partial Amendment to the Dongducheon City Local Public Officials Service Ordinance' and 'Complete Amendment to the Dongducheon City Administrative Organization and Staffing Ordinance.'

Notably, during this regular meeting, the council unanimously adopted and announced a resolution urging the withdrawal of the 'Partial Amendment to the Enforcement Decree of the Local Autonomy Act' by the Ministry of the Interior and Safety. Through the resolution, the Dongducheon City Council urged, “Please withdraw the deletion of the exception clause that includes delegated and entrusted affairs to local governments as subjects of administrative audits and investigations,” referring to the legislative notice No. 2024-1579 announced on November 11 by the Ministry of the Interior and Safety regarding the partial amendment to the Enforcement Decree of the Local Autonomy Act.

Meanwhile, Chairman Kim Seung-ho, in his closing remarks, stated, “Please strive so that all citizens of Dongducheon in 2025 can achieve what they desire and that laughter may bloom in every household.”
