Establishing Institutional Grounds for Enhancing Safety and Welfare of Recycling Collectors
The Guri City Council of Gyeonggi Province (Chairman Shin Dong-hwa) approved the original draft of the "Partial Amendment to the Ordinance on Support for Recyclable Material Collectors in Guri City," proposed by Councilor Kim Seong-tae, at the 2nd plenary session of the 343rd extraordinary meeting on the 16th.

This ordinance was enacted to contribute to the promotion of resident welfare and recycling by stipulating administrative support measures for the safety and protection of people who collect recyclable materials.
The amendment to the ordinance increased its utility by requiring that the survey items for the status investigation be classified by characteristics such as gender, age, and disability status. It also explicitly states that if recyclable material collectors suffer accidents such as falls, a portion of the out-of-pocket expenses under Article 44 of the National Health Insurance Act can be supported, thereby improving their working conditions and rights.
Councilor Kim Seong-tae said, “In the last regular meeting, I spoke during the ‘5-minute free speech’ about the role and significance of recyclable material collectors in our society,” adding, “They play an important role in environmental protection and resource circulation in Guri City. I hope this partial amendment to the ordinance will serve as a foundation for more practical and concrete support measures to be established, further enhancing their safety and welfare.”
