Councilor Yang Kyung-ae pointed out and expressed concern over the current reality where the public service, which should be an organization trusted by citizens through service, is unable to function properly due to power harassment and unjust orders within the organization.

She then proposed to the city administration measures to create a continuously growing and developing public service, including ▲strengthening prevention and reporting systems ▲establishing a response system for power harassment by complainants ▲expanding victim support programs ▲creating a transparent and fair organizational culture ▲establishing a pre-buffer system ▲introducing exemplary cases from other local governments, urging the establishment of institutional devices to eradicate power harassment and protect victims.

Councilor Yang Kyung-ae said, "Power harassment is a serious problem that goes beyond simple conflict and undermines the healthy operation of the public service," adding, "I hope the city administration will actively review and institutionalize my policy proposals so that Guri City public officials can focus on their work for citizens in an environment free from power harassment."
