Yangpyeong County Council Condemns Encroachment on Local Council Roles

The Yangpyeong County Council in Gyeonggi Province (Chairman Hwang Seon-ho) held the 3rd plenary session of the 2nd regular meeting of the 306th session on the 13th and unanimously adopted a resolution urging the withdrawal of the partial amendment ordinance to the Enforcement Decree of the Local Autonomy Act.

The resolution adopted on this day was proposed by all council members, with Councilor Choi Young-bo as the representative. According to the partial amendment ordinance to the Enforcement Decree of the Local Autonomy Act currently under legislative notice by the Ministry of the Interior and Safety, the provision excluding "affairs delegated or entrusted to local governments" from the institutions subject to administrative audits or investigations is to be deleted, allowing city and provincial councils to conduct administrative audits and investigations on cities, counties, and autonomous districts. The council urged the withdrawal of this amendment, stating that it would nullify the inherent role of city, county, and autonomous district councils in checks and balances and oversight functions.


Furthermore, cities, counties, and autonomous districts are currently facing difficulties due to excessive audits, including audits by the Board of Audit and Inspection, joint government audits, comprehensive audits by city and provincial governments, self-audits by cities and counties, administrative audits by city, county, and autonomous district councils, and National Assembly audits. Adding audits and investigations by city and provincial councils would lead to a waste of administrative power and budget, and the excessive workload on frontline city, county, and district officials would lower the quality of administrative services, ultimately harming local residents.


Through the resolution, the Yangpyeong County Council stated, "The reason city, county, and autonomous district councils have conducted audits and investigations on delegated affairs is not only to align the subjects of authority and responsibility to enhance administrative efficiency but also to strengthen the role of these councils in quickly and accurately conveying the voices of local residents, thereby solidifying the foundation of the local autonomy system and opening a true era of local governance." They urged the withdrawal of the partial amendment ordinance to the Enforcement Decree of the Local Autonomy Act.
