Chairman Woo Won-sik Sends List of Candidates for 'Permanent Special Prosecutor on Insurrection' to the Presidential Office

Speaker of the National Assembly Woo Won-sik sent the list of four party-recommended members of the Standing Special Prosecutor Candidate Recommendation Committee for the investigation of the emergency martial law incident to the Presidential Office on the 11th.

The recommended members are lawyers Lee Seok-beom and Choi Chang-seok (recommended by the Democratic Party), former Minister of Government Legislation Kim Hyung-yeon (recommended by the Party for National Innovation), and Professor Lee Na-young of Chung-Ang University (recommended by the Progressive Party).


The request for investigation by the standing special prosecutor concerns charges of rebellion against President Yoon Seok-yeol, Minister of National Defense Kim Yong-hyun, and Martial Law Commander Park An-su, among others.


The Standing Special Prosecutor Candidate Recommendation Committee consists of seven members: the Deputy Minister of Justice, the Deputy Chief of the Court Administration Office, the President of the Korean Bar Association, and two members each recommended by the negotiating parties, the People Power Party and the Democratic Party.


However, following the revision of the standing special prosecutor rules led by the opposition parties, the ruling party is excluded from recommending candidates for the standing special prosecutor when the investigation targets the president. Accordingly, the two members recommended by the People Power Party were instead recommended by the non-negotiating parties, the Party for National Innovation and the Progressive Party.


President Yoon must promptly request the candidate recommendation committee to recommend two special prosecutor candidates.


The candidate recommendation committee must recommend two candidates to the president within five days from the date of the request, with the approval of the majority of the members present. The president must then appoint one of the recommended candidates as the special prosecutor within three days from the date of receiving the recommendation.
