Investigation of 11 Cases Related to Yoon's Emergency Martial Law
Resolution for Swift Arrest of 8 Martial Law Figures Including Yoon

The National Assembly plenary session on the 10th passed the permanent special prosecutor investigation request for President Yoon Suk-yeol's charges of rebellion and a resolution demanding the swift arrest of those accused of rebellion crimes.


On that day, the National Assembly held a plenary session and approved the 'Permanent Special Prosecutor Investigation Request for the Truth-Finding of Rebellion Acts through the Unconstitutional Emergency Martial Law Declaration (Permanent Special Prosecutor Act),' which was passed the previous day by the National Assembly's Legislation and Judiciary Committee led by the opposition party, with 210 votes in favor, 63 against, and 13 abstentions out of 287 members present.


The permanent special prosecutor request included 11 investigation items related to President Yoon's emergency martial law. Specifically, these included △ allegations of President Yoon's overall command of rebellion related to the unconstitutional and illegal declaration of emergency martial law that did not meet the requirements of martial law △ suspicions of active involvement by Defense Minister Kim Yong-hyun in recommending the unconstitutional and illegal declaration of emergency martial law △ allegations involving General Park An-su, Martial Law Commander, regarding the announcement of the unconstitutional Martial Law Command Headquarters' proclamation and the deployment of military units to the National Assembly.


In the subcommittee review of the Legislation and Judiciary Committee led by the opposition the previous day, Prime Minister Han Duck-soo, People Power Party floor leader Choo Kyung-ho, and former Director of the Defense Counterintelligence Command Yeo In-hyung were also added to the investigation targets.

On the same day, a resolution demanding the swift arrest of President Yoon Suk-yeol and eight key figures related to the 'emergency martial law incident' also passed the plenary session with 191 votes in favor, 94 against, and 3 abstentions out of 288 members present.


The resolution urged the prompt arrest of President Yoon, former Defense Minister Kim Yong-hyun, former Minister of the Interior and Safety Lee Sang-min, among others. Also included in the arrest demands were Army Chief of Staff Park An-su, Martial Law Commander; Yeo In-hyung, Director of the Defense Counterintelligence Command; Lee Jin-woo, Capital Defense Command Commander; Kwak Jong-geun, Army Special Warfare Command Commander; and Police Commissioner Cho Ji-ho.


This resolution had previously been adopted solely by the opposition in the National Assembly's Public Administration and Security Committee on the 5th. Initially, only seven individuals excluding President Yoon were included in the resolution, but the Democratic Party submitted an amendment adding President Yoon during the plenary session.


Democratic Party Floor Deputy Leader Park Sung-jun said regarding the amendment, "President Yoon had the purpose of overthrowing the National Assembly established by the Constitution or making it impossible to exercise its authority, which constitutes a disturbance of the national order. Therefore, he should be included as a subject for swift arrest as the leader of the rebellion crime."
