Integration of Retrieval-Augmented Generation (RAG) Technology to Improve Information Output Errors (Hallucinations), Providing Accurate Latest Information, Official Operation Planned for First Half of Next Year After User Satisfaction Analysis

Seongdong-gu, Seoul (Mayor Jeong Won-oh) announced that it began the pilot operation of the 'Seongdong-type Smart Artificial Intelligence (AI) Civil Service Guidance Chatbot' starting December 9.


The 'Seongdong-type Smart Artificial Intelligence (AI) Civil Service Guidance Chatbot' is an online Q&A service system based on generative artificial intelligence (Chat GPT). Through the Seongdong-gu Office website, it provides quick and accurate answers 24/7, 365 days a year, to daily life-related civil service inquiries closely connected to residents, such as cleaning, welfare, and events.


To improve the hallucination issue of generative AI, retrieval-augmented generation (RAG) technology was incorporated. Hallucination refers to errors occurring during the AI's information output process, where intentionally generated false information is presented as if it were 'fact.'


The district plans to train the 'Seongdong-type Smart Artificial Intelligence (AI) Civil Service Guidance Chatbot' with content posted on the website and major civil service issues to provide only accurate and up-to-date information contained within that data.

Based on the information on the Seongdong-gu Office website, the chatbot guides residents in 10 areas of high daily interest: ▲ cleaning fields such as large household waste, food waste, and recycling ▲ general fields such as passports and permits ▲ welfare fields such as pregnant women, youth, and single-person households ▲ job fields such as youth administrative experience groups and public work ▲ facility guidance such as Seongdong Healing Center, Sangsaeng Dormitory, and quick reservations ▲ event and promotion fields such as news and major event announcements ▲ local and economic fields such as Mujigae Garden, Baedal Teukgeup, and Seongdong Love Gift Certificates ▲ health fields such as health certificates, smoking cessation, shingles, and dementia ▲ parking fields such as parking violations, public parking lots, and resident-priority parking ▲ tax fields such as acquisition tax, property tax, and local taxes.


The district plans to assess user satisfaction through the pilot operation and analyze conversation records, updating materials in cases where answers were insufficient.


Additionally, if errors occur in the answers, they will be continuously corrected, with plans to start official service operation in the first half of next year.


Jeong Won-oh, Mayor of Seongdong-gu, stated, “The 'Seongdong-type Smart Artificial Intelligence (AI) Civil Service Guidance Chatbot' was introduced to enhance residents' daily convenience, and we will continuously improve and develop it to increase efficiency.” He added, “As AI becomes a part of daily life, we will continue to integrate smart technology into various areas of administrative services to improve administrative convenience and resident satisfaction.”
