Kim Jeong-won, Secretary General of the Constitutional Court, personally stated that he does not believe the conditions for declaring martial law, as proclaimed by President Yoon Seok-yeol, have been met.
On the 6th, Secretary Kim responded at the National Assembly Legislation and Judiciary Committee plenary session to a question from Democratic Party lawmaker Jeon Hyun-hee, who asked, "The conditions for declaring martial law are defined as wartime, armed conflict, or a comparable national emergency. Are the current conditions under the Martial Law Act met?" He answered, "Personally, I do not think so."
Lawmaker Jeon agreed with this statement, saying, "Currently, the Republic of Korea cannot be considered to be in a national emergency," and added, "President Yoon illegally declared martial law."
