The operation restriction applies from 6 a.m. to 9 p.m. on weekdays starting from the 1st of this month. If a Grade 5 vehicle without an emission reduction device is caught violating the restriction, the vehicle owner will be fined 100,000 KRW per day. However, vehicles that cannot be equipped with reduction devices, such as △vulnerable group vehicles △small and medium business vehicles △vehicles issued with disability permits △emergency vehicles, are exempt from fines.

Before enforcement, the city sent notification texts about the seasonal management operation restrictions to all Grade 5 vehicle owners nationwide. Additionally, since the third week of October, the city has been conducting mock enforcement by sending guidance texts to detected vehicles without imposing fines, encouraging citizen participation.

A city official stated, “We are proactively implementing strengthened reduction policies compared to usual to lower the baseline concentration during periods of severe fine dust,” and urged, “We hope citizens actively participate in the operation restrictions on old vehicles that contribute to fine dust emissions.”

The seasonal management operation restrictions are implemented in the metropolitan area and six major special and metropolitan cities. Detailed information on vehicle grades and operation restriction conditions by city and province can be checked by accessing the ‘Comprehensive Vehicle Emission Computer System.’
