Opposition to Shin Young-dae's Arrest Motion Due to "No Vote Monitoring"
On the 28th, the People Power Party announced that it would recommend President Yoon Suk-yeol exercise his veto power regarding the ruling Democratic Party's forcible passage of amendments to the Grain Management Act and the National Assembly Act, which were not agreed upon by both parties, during the plenary session of the National Assembly. They also plan to respond to the amendment of the permanent special prosecutor candidate recommendation rules with a constitutional complaint.
After the plenary session vote, Floor Leader Choo Kyung-ho told reporters, "The bills such as the National Assembly Act and the Grain Management Act, which the Democratic Party forcibly passed without sufficient discussion in the standing committees, were submitted to the plenary session," adding, "Since these laws contain unconstitutional elements, we plan to recommend the president to request reconsideration."
The amendment to the National Assembly Act passed at the plenary session includes provisions that prevent the automatic submission of the next year's government budget and supplementary budget bills to the plenary session even after the statutory deadline for budget review by the National Assembly has passed.
Regarding the amendment to the Grain Management Act, it mandates that the government must compulsorily establish and implement measures such as purchasing excess production when rice prices plummet or soar beyond the standard price.
In addition, Floor Leader Choo said they plan to recommend a veto on the amendment to the National Assembly Testimony and Appraisal Act, which allows the issuance of a 'compulsory attendance order' in cases of absence from National Assembly hearings or agenda review meetings.
The People Power Party also plans to respond to the amendment of the permanent special prosecutor candidate recommendation rules by filing a constitutional complaint. The amendment mainly excludes the ruling party's two recommended members from the permanent special prosecutor candidate recommendation committee, which consists of seven members, in cases involving investigations related to the president or their family.
Floor Leader Choo stated, "Since the permanent special prosecutor is governed by rules, it is not subject to a request for reconsideration," adding, "We plan to immediately file a dispute over authority and a constitutional complaint."
Regarding the opposition votes within the ruling party on the arrest consent motion for Democratic Party lawmaker Shin Young-dae, which was rejected at the plenary session, Floor Leader Choo explained, "Not all party members attended, and since it was a personnel matter, it did not go as a strongly supported party line," clarifying that they did not enforce strict vote control.
On the Democratic Party's decision to impeach Board of Audit and Inspection Chairman Choi Jae-hae, he criticized, "The impeachment addiction has gone too far," and said, "It is retaliatory for the Board of Audit and Inspection's efforts to correct mistakes made during the Democratic Party administration."
